Description
This is a Sources Sought announcement only. All responses will be considered as market research only and used for market analysis in determining the availability of potentially capable and qualified businesses that may be used to determine the appropriate acquisition strategy. No solicitation is being issued at this time but may be issued at a later date. The Department of Veterans Affairs, Network Contracting Office (NCO) 7, is seeking a Contractor that can provide daily deliveries of miscellaneous radiopharmaceuticals to the Birmingham VA Medical Center (BVAMC), Nuclear Medicine Service department located at 700 South 19th Street, Birmingham, Alabama 35233. A description of the requirement is listed below. All quantities listed are annual estimates and based on historical testing volumes. The performance will be for one base period with four (4), one-year option periods effective Jan 1, 2023. All interested, qualified, and capable offerors are encouraged to respond to this notice via e-mail and provide their company name and associated Unique Entity Identifier (UEI). This notice will be posted for a period of 5 business days, closing on Friday, September 23, 2022 at 3:00 PM ET. REQUIREMENT DESCRIPTION: MISCELLANEOUS RADIOPHARMACEUTICALS Scope Of Work: The Contractor shall provide all labor, compounding, supervision and transportation necessary to provide daily deliveries of radiopharmaceuticals to the Birmingham VA Medical Center (BVAMC), Nuclear Medicine Service department located at 700 South 19th Street, Room 2340 (Hot Lab), Birmingham, Alabama 35233. All orders will be delivered as requested/ordered by Nuclear Medicine personnel. The performance will be for one base period with four (4), one-year option periods effective Jan 1, 2023. Performance: The Contractor shall provide all labor, compounding, supervision, and transportation necessary to provide daily deliveries of radiopharmaceuticals to the BVAMC, Nuclear Medicine Service department at the quantities and date of delivery specified by the Government at the time the order is placed. All quantities noted in the Price/Cost Schedule are estimates and based on historical usage. The dosage and quantities ordered vary based on patient needs. Radiopharmaceuticals Doses must be pre-calibrated as of 12:00PM on the day of delivery or calibrated as requested and delivered during the hours of 7:30am and 4:30pm Monday thru Friday (excluding Federal Holidays). In case of an emergency, the Contractor will be required to make emergency deliveries within one (1) hour, excluding weekends and federal holidays as requested by BVAMC. BVAMC, Nuclear Medicine Department shall have the option to add, reduce and/or cancel order(s) by giving the contractor at least one (1) hour notice. Therapy doses vary based on patient need. Therefore, the 131I Therapy Millicurie (mCi) is variable. All radiopharmaceutical orders must be within +/- (10) ten percent (%) of the doctor s order allowing only for correcting calibration date and time. If contract vendor cannot supply dose due to technical/ mechanical problems/failure, contract vendor is required to buy the requested doses from another source and transport to the BVAMC Nuclear Medicine Service, to assure patient care is not compromised. In this event, the Radiation Safety Officer (RSO), must be notified. RSO should be contacted. The RSO must assure regulatory compliance with federal and state regulations, and any other agencies involved with the transport and delivery of radioactive material before it is delivered to the Medical Center. Packaging / Delivery All shipping containers must be free of radioactive contamination both inside and outside, and shall meet, and be in compliance with, all state and federal regulating agencies including but not limited to Department of Transportation (DOT), VA National Health Physics Program and Nuclear Regulatory Commission (NRC) as required by law. Contractor must supply with each shipment/order/delivery a system for SPENT (Used) syringes and needles that meets OSHA s Biohazard Policy and regulations. All radiopharmaceuticals must be properly labeled on both the shipping container and the radiopharmaceutical container. Qualifications: The Contractor shall provide a copy of their NRC licensure with their offer, and again as requested by the Contracting Officer Representative (COR) or Contracting Officer (CO). The vendor will be responsible for compliance with all federal and state regulatory agencies including but not limited to DOT, OSHA, EPA, USP 797, USP 823, NRC, etc. as applicable to policy regulations regarding radioactive materials.
