- The Department of Labor (DOL), Office of the Senior Procurement Executive (OSPE), Office of Acquisition Services (OAS), hereby submits a notice of intent to award a sole-source contract to Custom Solutions Group, LLC., 1419 Avenue A, Katy, TX 77493 to provide an Agilent 8890A Gas Chromatograph. This item is for the Mine Safety & Health Administration (MSHA) for analyzing mine gas concentrations in the event of mine emergency and investigations, samples for compliance with the �silica dust rule�. �The scope of this for this is effort is to provide an Agilent 8890A Gas Chromatograph configured in accordance with the product specifications as follows: Gas Chromatograph: G3540A Agilent Model 8890A GC, 120v Option 206, Board, Analog Input Board, LAN interface Option 211, Flame Ionization Detector (FID) with Electronic Pneumatic Control (EPC) Option 220, Thermal Conductivity Detector (TDC) with EPC Option 221, TCD with EPC as third detector Option 301, 3-channel auxiliary EPC, two each Option 307, Methanizer 35900-60670, Cable, Remote Start Supply and Installation of auxiliary valve oven, capable of mounting six each Valco valves and multiple packed columns. Channel 1, Front Methanizer FID 10. Supply and installation of A3C10WE, pneumatically actuated, 10-port combination injection and backflush-to-vent valve, W Style, with Valcon E rotor rated to 200?C, mounted in the auxiliary valve oven. 11. Supply and installation of A3C6WE, pneumatically actuated, 6-port series bypass valve, W Style, with Valcon E rotor rated to 200?C, mounted in the auxiliary valve oven. 12. Supply and installation of A3C4WE, pneumatically actuated, 4-port methanizer bypass valve, W Style with Valcon E rotor rated to 200?C, mounted in the auxiliary valve oven. 13. Supply and installation of two each ZBNV1, metering valve, for auxiliary carrier gas control or restriction on foreflush and backflush to vent. Supply and installation of two each packed columns: (1) one each 8� x 1/8� HayeSep D, 80/100 mesh, stainless steel, mounted in the column oven, and (2) one each 6� x 1/8� molecular sieve 5A, 80/100 mesh, stainless steel, mounted in the column oven. 15. Functional test for the analysis of trace carbon monoxide and trace carbon dioxide via packed column separation and methanizer/FID detection. The limit of detection for carbon monoxide and carbon dioxide is 0.1ppm/v. Method development includes the optimization of injection volume, valve timing, flow and temperature programming, and detector settings. Method development also includes a custom manual with valve plumbing diagram, example chromatograms, reports, precision statistics, calibration curves, and the method itself on hardcopy. Channel 2, Back Helium TCD Supply and installation of A3C10WE, pneumatically actuated, 10-port combination injection and backflush-to-vent valve, W Style, with Valcon E rotor rated to 200?C, mounted in the auxiliary valve oven. Supply and installation of A3C6WE, pneumatically actuated, 6-port series bypass valve, W Style, with Valcon E rotor rated to 200?C, mounted in the auxiliary valve oven. Supply and installation of two each ZBNV1, metering valve, for auxiliary carrier gas control or restriction on foreflush and backflush to vent. Supply and installation of two each packed columns: (1) one each 8� x 1/8� HayeSep D, 80/100 mesh, stainless steel, mounted in the column oven, and (2) one each 6� x 1/8� molecular sieve 5A, 80/100 mesh, stainless steel, mounted in the column oven. Functional test for the analysis of argon/oxygen, nitrogen, methane, carbon monoxide, and carbon dioxide, via TCD on a helium carrier. The limit of detection for argon/argon, nitrogen, methane, carbon monoxide, and carbon dioxide is 0.005 mole percent. On this channel, the backflush time may be extended for the analysis of ethylene, ethane, acetylene, and hydrogen sulfide, in that order. Functional test includes the optimization of injection volume, valve timing, flow and temperature programming, and detector settings. Functional test also includes a custom manual with valve plumbing diagram, example chromatograms, reports, precision statistics, calibration curves, and the method itself on hardcopy. Channel 3, Auxiliary Argon TCD Supply and installation of A3C10WE, pneumatically actuated, 10-port combination injection and backflush-to-vent valve, W Style, with Valcon E rotor rated to 200?C, mounted in the auxiliary valve oven. Supply and installation of ZBNV1, metering valve, for auxiliary carrier gas control or restriction on foreflush and backflush to vent. Supply and installation of two each packed columns: (1) one each 8� x 1/8� HayeSep D, 80/100 mesh, stainless steel, mounted in the column oven, and (2) one each 6� x 1/8� molecular sieve 5A, 80/100 mesh, stainless steel, mounted in the column oven. Supply and installation of 910-905, Peak Laboratories Reduction Compound Photometer (RCP), detector only, and all associated cables and hardware required for operation. Functional test for the analysis of hydrogen and oxygen via argon TCD. The limit of detection for hydrogen on this channel is 0.005 mole percent. The limit of detection for oxygen on this channel is 0.02 mole percent. The RCP channel features the ability to do trace hydrogen and trace carbon monoxide without interference from high levels of air or methane. Functional test includes the optimization of injection volume, valve timing, flow and temperature programming, and detector settings. Functional test also includes a custom manual with valve plumbing diagram, example chromatograms, reports, precision statistics, calibration curves, and the method itself on hardcopy. Software and Instrument Controller Supply, installation, and implementation of M8302AA, Software, OpenLab, Chemstation Workstation Edition Right-to-Copy. Supply, installation, and implementation of M8400AA, Software, OpenLab, Agilent GC DLL. Installation, commissioning, and Training Domestic on-site installation, commissioning, and training. Includes all domestic travel and site access costs. Parts supplied by vendor are provided on a limited warranty for one year from the date of shipment. The procurement will be issued under the authority of Federal Acquisition Regulation (FAR) �6.302-1, �Only one responsible source and no other supplies or services will satisfy agency requirements.� �The North American Industry Classification System (NAICS) code is 334516. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not delay the analysis and research services. The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice. This is NOT a request for quotes or proposals. A solicitation is not available.
