- LC-130H HeavyMaintenance Program PURPOSE/DESCRIPTION: We are conducting market research to identify potential sources that possess the expertise, facilities, capabilities, and experience to meet the requirements to perform routine and unscheduled maintenance, this will include but not limited to: Programmed Depot Maintenance (PDM), Unscheduled Depot Level Maintenance (UDLM), Home Station Checks (HSC) and Isochronal Inspections (ISO) and de-paint and re-paint of LC- 130H aircraft. The Unscheduled Depot Level Maintenance (UDLM) of the LC-130H aircraft, Contract Field Teams (CFT) and support of Operation Deep Freeze (ODF) must be within 2300 NM of McMurdo Station, Antarctica. Contractor shall at a minimum maintain accreditation: ISO 9001:2008 and/or AS 9100:2015 and shall be compliant with DCMA Instruction 8210.1C, Contractor�s Flight and Ground Operations. The maintenance required under the purposed contract may consist of Programmed Depot Maintenance (PDM), inspection, repair, modification, Time Compliance Technical Orders (TCTOs), Corrosion Control (CC), Analytical Condition Inspection (ACI), Isochronal Inspections, and Unscheduled Depot Level Maintenance (UDLM) (to include structural bonded repairs). The projected workload for this contract, which cannot be specifically defined or guaranteed, is approximately 1 to 2 PDM aircraft per year. Previous UDLM requirements on LC-130H contracts have averaged approximately 5,000 hours per year. LC-130H aircraft PDMs shall be performed in accordance with Attachment 1, 2022 Programmed Depot Maintenance Work Specification. Modifications shall be performed in accordance with Time Compliance Technical Orders (TCTO). TCTOs will contain instructions and drawings required for the modification. Responsibility for obtaining TCTO kits and required tooling will be determined at the time the TCTO is placed on a specific task order. UDLM shall be performed in accordance with specifically tailored task orders that will be provided for each aircraft. Typical UDLM repairs are listed in Attachment 2 to this document. The capability/maintenance facilities to accomplish structural bonded repairs will be required for this contract. Deployable UDLM field teams will be required for this contract. US Government will provide flight crews certified to accomplish functional check flights in accordance with TO 1C-130H-6CF-1-WA-1 for this contract. Our acquisition strategy is a five-year contract, (an initial order period plus four 1-year ordering periods) and will continue through FY28.
