- Title: National Level Ammunition Capability (NLAC) Application Classification Code: D - Information Technology Services, including telecommunications services NAICS Code: 541519 - Other Computer Related Services. OBJECTIVE: The Army Contracting command � Rock Island (ACC-RI) is issuing a sources sought notice in order to identify potential sources that have the knowledge, experience, and technical capability to provide the necessary software support to the Department of the Army (DA), Deputy Chief of Staff (DCS), G-4 program manager in support of the National Level Ammunition Capability (NLAC).� This notice is solely for information purposes to identify sources that have interest and determine capability to perform the services delineated within this survey. It is not a request for proposal or an announcement of solicitation. BACKGROUND: National Level Ammunition Capability (NLAC) is the Department of Defense (DoD) conventional ammunition source of authoritative data providing DoD, Chairman of the Joint Services Staff, Combatant Commands, Service Headquarters, and numerous munitions managers at various levels within DoD a comprehensive, web-based Joint Service ammunition asset visibility and decision support tool. NLAC provides up-to-date and accurate visibility of critical ammunition materiel with data retrieved from the Services� Accountability Property Systems of Record (APSRs) and DoD transportation, and document tracking systems. Authorized users access NLAC through a standard web browser in the .mil domain/environment utilizing a Common Access Card (CAC) to valid user�s certificate and credentials. NLAC is developed in an open, Commercial-Off-The-Shelf (COTS) environment using Oracle�s PL/SQL Technology, JAVA, JavaScript and HTML displays and currently operates within the Non-Classified Internet Protocol Routing Network (NIPRNET) and Secret Internet Protocol Routing Network (SIPRNET) virtualized environments. SCOPE: This sources sought describes the effort required to maintain, enhance and sustain the NLAC system and to assist in maintaining DoD cybersecurity accreditation and Authority to Operate (ATO) over an estimated five (5) year period. This work includes the associated management, end user technical support, and software engineering requirements for NLAC. Objective is for the contractor, using government furnished equipment (GFE) and government furnished information (GFI) from data interface partners, to continue to provide all NLAC technical and non-technical services that ensure DoD users have continued visibility of ammunition assets and access to ammunition-related information decision support services, enabling them to track and manage ammunition worldwide.� The NLAC system must obtain and store ammunition logistical data received from DoD logistics information systems to include the Services� APSRs. �The data will be stored within the NLAC production environment, currently installed within the Acquisition, Logistics, & Technology Enterprise System and Services (ALTESS) data center, located at Radford, Virginia.� The contractor will ensure that the NLAC application and data feeds are functional, accurate, current and within guidelines of the government requirements. The contractor shall provide software support for the NLAC application. �This consists of Project Management, Technical Support, Functional and Subject Matter Expert Support, Customer/Help Desk Support, Testing, Cyber Security, Information Assurance and Software Assurance Support, Training, Administrative/Documentation, other System Support, and Future System/Capability enhancements. In addition, the contractor shall provide technical support to conduct effective and efficient analysis of ammunition decision support tools within the NLAC application. These include, but not limited to: implementing ammunition management functionalities required to effectively and efficiently conduct the Munitions Requirements and Distribution Planning (MRDP) (formerly the Total Army Ammunition Authorization and Allocation Conference (TA4C) and Missile Distribution Plan (MiDP) as required by the U.S.�Army Materiel Command (AMC), Joint Munitions Command (JMC), Aviation Missile Command (AMCOM), HQDA G-4 and G-3/5/7. providing support to users, through the help desk, to interact with the NLAC system, analyze data, and extract essential information. implementing functionality updates to NLAC required to meet changes in DoD ammunition policy, military doctrine, or other governmental modernization efforts improving ammunition management processes. Place of performance shall take place at a location determined by the contractor.� The contractor will be required to access SIPRNET on daily basis, thus the place of performance should be located near a military installation with SIPRNET access.� The current contract place of performance is at Chambersburg, Pennsylvania (Letterkenny Army Depot). Proprietary information and trade secrets, if any, must be clearly marked on all materials.� All information received that is marked Proprietary shall be handled accordingly.� Please be advised that all submissions become Government property and shall not be returned.� The Government shall not be held liable for any damages incurred if proprietary information is not properly identified.
