- This is a PRE-SOLICITATION NOTICE for the construction project consisting of the repair of building 23 and replacing the HVAC at the Wm. Jennings Bryan Dorn VA Medical Center in Columbia, South Carolina. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. No reimbursement will be made for any costs associated with providing information in response to this pre-solicitation notice or any follow up postings. PROJECT: 544-21-105 HVAC Renovation, Bldg 22 PROJECT LOCATION: Wm. Jennings Bryan Dorn VA Medical Center (Columbia, SC) COMPLETION PERIOD: 365 calendar days after Notice to Proceed (NTP). CONSTRUCTION MAGNITUDE: Between $2,000,000 and $5,000,000. NAICS: 238220: Heating, Ventilation, and Air-Conditioning (HVAC) SMALL BUSINESS SIZE STANDARD: $16.5 million TOTAL SET-ASIDE: 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) SDVOSB SET-ASIDE: This requirement is a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses under the authority of 38 U.S.C. 8127(d). To be eligible for award the SDVOSB you must be considered small under the relevant NAICS code. SDVOSB contractors must be verified and viewable in VetBiz www.vip.vetbiz.gov prior to submission of proposal and prior to award of contract with VAAR 804.1103-70. Status as a qualified SDVOSB concern is under the authority of 38 CFR Part 74 in accordance with the VA Acquisition Regulation (VAAR) Part 819. Any person, persons, or business entity suspected of misrepresenting itself for the purpose of securing a government contract may be criminally investigated and prosecuted for fraud against the United States of America. Parties found misrepresenting their status also risk debarment from further Government contracts. Eligibility determination is performed by the Center for Veterans Enterprise (CVE). Eligible SDVOSB concerns must also be registered at the following websites: 1. REQUIREMENT: The purpose of this project is to renovate the Building 22 HVAC systems at the WJB Dorn VAMC located at 6439 Garners Ferry Road in Columbia, SC. Contractor shall completely prepare site for building operations, including demolition, removal, and disposal of existing structures, and furnish labor and materials and perform work for B22 HVAC replacement, of Building 22 as required by drawings, specifications, this statement of work, and any pertinent documented information gathered prior to award. 2. BACKGROUND: The WJB Dorn VA Medical Center (VAMC) is a 216-bed facility, encompassing acute medical, surgical, psychiatric, and long-term care. The hospital is located in Columbia, South Carolina and provides primary, secondary, and some tertiary care. Satellite outpatient clinics are located in Anderson, Greenville, Florence, Orangeburg, Rock Hill, Sumter, and Spartanburg, South Carolina. Building 22 has existing through wall DX cooling/hot water heating units for the offices. There is currently no central HVAC system. The bathrooms are exhausted through existing exhaust systems. The HVAC systems are in need of removal due to age and efficiency of the systems. 3. PERIOD OF PERFORMANCE: Period of performance is based upon award date and shall not exceed 365 days. Work shall be performed during the hours of 7:00 a.m. through 11:00 p.m. from Monday through Friday. Excluding weekends and all federal holidays. At this time no overtime is authorized. Overtime may be granted upon approval of the Contracting Officer Representative (COR) prior to the commencement of service performance. MAGNITUDE OF CONSTRUCTION: Between $2,000,000 and $5,000,000. 5. PERFORMANCE REQUIREMENTS: All work shall be coordinated with the Contracting Officer s Representative (COR). Only the Contracting Officer (CO) has the authority to make changes to the contract that affects price and/or time. All work to be in accordance with contract requirements, drawings, and specifications. The building will NOT be occupied. In lieu of the drawing and specifications phasing plans, the project phases will be executed and completed simultaneously. Commissioning of systems will occur only once, at the completion of the job. ICRA requirements shown on the drawings will be reduced to only the locations needed due to the phases of the project being completed at one time. Contractor shall provide submittals of all drawings, materials, and equipment to be utilized in the execution of this contractor for approval prior to their installation/application. The Contractor shall purchase and utilize the Submittal Exchange construction module for this contract. This system will be used for construction submittals, RFI communication, other construction procedures, drawings, specification, cost estimates, meeting minutes, schedules, and all other project documents at the COR s discretion and as a document in the communication process. Hard copies are still required as outlined in this Statement of Work. Contractor is responsible to view tutorials and learn the Submittal Exchange System. Additionally, the contractor shall: Establish blockades to prevent pedestrian foot and vehicle traffic from entering designated worksite Comply with all Construction, Infection Control Risk Assessment, and Interim Life Safety Measures requirements. Coordinate for all road closures with the COR 14 days prior to implementation. Coordinate for al ILSM measures with the COR 14 days prior to implementation. Provide a means to prevent pedestrian and vehicular traffic from entering the work areas. Maintain a means for emergency vehicle access to roads and buildings at all times. Provide and configure a submittal exchange (or equal as approved by government) account throughout the duration of the contract. Load all requirements into submittal exchange (or equal) for approval and tracking. Prevent all disturbed material from entering the exiting utilities and storm water systems. In the event of damage resulting from contractor activity it shall be the financial responsibility of said contractor to make restoration to original condition Remove all the debris from VA property at or before the end of each workday. Proper disposal of project related debris is the sole responsibility of the awarded contractor and shall be done promptly and in accordance with all Federal, State, and local regulations, and ordinance. Prevent site drainage from affecting areas outside of worksite, specific method will be determined by said contractor, and evaluated by VA for approval. Comply with all OSHA regulations while performing any work on VA property Required to furnish proof of OSHA 30-hour training with one fully competent personnel on site during the performance of any project related work. Compliance with OSHA regulations shall be monitored by the Contracting Officers Representative and onsite VA Occupational Safety members. Violations to OSHA regulations discovered during the period of performance shall be submitted electronically to the contracting officer with any resulting contract action taking place at the discretion of said contracting officer Hold responsibility for ensuring all personnel are in full compliance with OSHA personal protective equipment regulations applicable to work of this type. Shutdowns to be scheduled and cleared by Contracting Officer or Contracting Officer Representative no less than 1 week prior to shut down.
