1.� INTRODUCTION Solicitation Number: �20131635-2 Title:� FP&F Facility/Vault Alarm System Inspection & Maintenance � OFO-GF NAICS:� 561621 - Security Systems Services (except Locksmiths) PSC: �H363 - Inspection - Alarm, Signal, and Security Detection Systems SB Size Standard:� $22M Set-aside:� Total Small Business This is a combined synopsis/solicitation for the procurement of commercially available Vault Alarm System Inspection & Maintenance Services pursuant to the attached terms and conditions provided as well as requirements outlined within the Statement of Work.� It is prepared in accordance with the format in Federal Acquisition Regulation (FAR) 13.105, as supplemented by additional information included in this notice, and issued as a Request for Quotation (RFQ) with provisions and clauses incorporated through Federal Acquisition Circular (FAC) 2022-06 effective May 1, 2022. This announcement constitutes the only solicitation action; quotations are being requested and additional written solicitation(s) will not be issued. This requirement utilizes a Total Small Business set-aside, and only qualified offerors may submit quotations. �Offerors are required to identify their company�s business size and certify that they hold the applicable NAICS code identified above as well as any other certifications as necessary to perform the full requirements outlined in the SOW. Quotation submissions must be received by the Contracting Officer (CO), Micky L. Hallman (email: Micky.L.Hallman@cbp.dhs.gov) no later than September 20, 2022 / 5:00pm EDT (2:00pm MST), in order to receive further consideration. Interested offerors must submit any questions concerning the solicitation directly to the CO at the email address identified above. �CBP will respond to questions as quickly as possible.� Questions will not be accepted after September 19, 2022 / 5:00pm EDT (2:00pm MST). Subject lines of emails related to question(s) and quotation submissions should read as follows:� 20131635-2 / FP&F Facility/Vault Alarm System Inspection & Maintenance � OFO-GF. Date/Time of receipt of question and quotation submissions will be determined by the government�s email receipt time.� It is the offeror�s responsibility to ensure all submissions meet the requirements identified below. 2.� DESCRIPTION OF REQUIREMENT U.S. Customs and Border Protection (CBP), Office of Field Operations (OFO), Seattle Field Office (SFO) has a requirement for quarterly inspection and maintenance of the Closed-Circuit TV / Digital Video Recorder / Intrusion Detection System installed at the Fines, Penalties & Forfeitures (FP&F) Facility located at 1600 Airport Drive, Great Falls, MT 59404. In addition to equipment installed in the main FP&F Facility, there is one secure vault attached/within this larger facility where equipment is also installed. �Contractor shall provide labor, materials, and equipment necessary to inspect and maintain all associated equipment/components in an operational status.� Additional requirements information is available in the attached Statement of Work. This procurement action is intended as a Firm Fixed Price, Base Year + 4 Option Year contracting instrument. 3.� PERIODS OF PERFORMANCE (ESTIMATED) - Base Year (12-months):������������� 9/30/2022 � 9/29/2023 - Option Year 1 (12-months): ����� 9/30/2023 � 9/29/2024 - Option Year 2 (12-months): ����� 9/30/2024 � 9/29/2025 - Option Year 3 (12-months): ����� 9/30/2025 � 9/29/2026 - Option Year 4 (12-months):������ 9/30/2026 � 9/29/2027 4.� INSTRUCTIONS FOR THE SUBMISSION OF QUOTATIONS After solicitation closure, CBP will conduct an evaluation of quotation(s) that have been determined to be responsive in order to make a determination of awardee and of pricing fair-and-reasonable in accordance with the Firm Fixed Price nature of this procurement action. �CBP reserves the right to award a contracting instrument without further communication OR exchange. �Therefore, each quotation submission should contain the offeror�s best pricing and terms.� Quotations must be prepared in accordance with these instructions, provide all required information, and adhere to any specified format.� Any required format is designed to ensure submission of information essential to the understanding and evaluation of an offeror�s quotation. �Failure of an offeror to comply with these instructions may be grounds for exclusion of the quotation without further consideration. �Any exceptions taken with respect to the provisions and clauses within the solicitation shall be noted. �For the purpose of facilitating exchange of information, for every instance where the offeror does not propose to comply with or agree to a requirement, they shall propose an alternative and describe the reasoning theretofore. Pursuant to applicable regulations and guidelines, this solicitation requires that potential offerors be registered within the System for Award Management (SAM) prior to submission of quotation.� Additional registration information can be found at https://sam.gov/SAM/. Please ensure that all emails submitted are less than 12MB.� If a quotation submission exceeds this limit, please separate the submission into multiple emails and include # of # emails within the subject line. Any electronic submission determined to contain a virus will be deleted and not viewed or accepted for consideration under this solicitation. Offeror submission emails shall include separate attachments that clearly indicate what is being provided.� The Government reserves the right to disregard any additional non-relevant attachments without notification to any offeror. Quotations MUST be good for 30 calendar days after close of solicitation. Complete listing of Terms and Conditions is located at Attachment 1 - Provisions and Clauses Document. Complete requirements/specifications are outlined within Attachment 2 - Statement of Work. 5.� EVALUATION INFORMATION Complete Technical Evaluation / Award Criteria are located at Attachment 1 - Provisions and Clauses Document, 52.212-2 EVALUATION�COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021) Offeror shall provide the following PRICE information: Pricing:� Each offeror shall include in its quotation submission a completed Pricing Matrix (as provided at Attachment 3) or one that is substantially the same. �This pricing information shall include costing for each individual year of the contracting instrument as well as a final (i.e., aggregated) cost to the government.� Failure to comply with this term may result in the offeror being determined as non-responsive. In addition to providing pricing information, each offeror shall provide the following NON-PRICING information: Technical and Management Approach: �Provide documentation indicating how offerors shall meet the requirements outlined in the Statement of Work (SOW). �In other words, offerors must provide sufficient documentation to describe how all services shall be provided in support of the customer's requirements. Finally, each offeror should provide the following NON-PRICING information, if available: Past Performance: �Offerors shall be evaluated on their recent (within the past 3 years) performance of relevant services as described in the requirements of the SOW.� If available, offerors should provide three (3) references for the same or similar work performed for Federal, State, and local government and private clients. The Government will evaluate offers for award purposes by adding the total price for all Options to the total price for the basic requirement.� The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced.
