Description
The Veteran s Administration (VA) Office of Research and Development, Regional Procurement Office East in Pittsburgh, PA intends to negotiate on a sole source basis with Humanetics Innovative Solutions, Inc. based in Farmington Hills, MI on behalf of the VA Cleveland Healthcare System. The requirement is to provide one (1) Pedestrian Crash Test Dummy. Item Description The requirement is for one (1) anthropometric crash test dummy with specifications that meet or exceed those listed in the specifications section. This instrument shall be delivered and installed at the Cleveland VA Medical Center and the Motion Study Laboratory. Specifications The vendor shall supply instrumentation that meets or exceeds the following specifications: An anthropometric crash-test dummy representing 50th percentile male based on the average height and weight in the US population Limb masses, center of mass location, and inertias, based on human anthropometry of the 50th percentile male The dummy shall be positionable in at least the following ranges of motion: neck rotation, trunk flexion and rotation, hip flexion/extension, ab/adduction, knee flexion, and ankle plantarflexion/dorsiflexion The dummy shall have separate segments representing a human (upper/lower leg, upper/lower arm, pelvis, torso, feet, etc.) The dummy shall be able to stand and sit The dummy shall have provisions to measure 3D accelerations and/or forces at the following areas: head, torso (at least lower lumbar), shoulder, knee, tibia, femur, hip The dummy shall be constructed with the appropriate materials to withstand and not break from repetitive falling from a standing position onto a floor The acceleration and force data shall have the capability of being sent through either analog or wireless signals at approximately 1000 Hz to a separate DAQ The requirement will take place at a VA facility in Cleveland, OH. The sole source is pursuant to FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice of intent is not a request for competitive proposals, however; any responsible source who believes it is capable of meeting the requirement may submit a capability statement and supporting documentation to the contracting office no later than Thursday, Sept 15, 2022, (10:00 AM, EST). A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
