- This is a Notice of Intent to Sole Source award on the basis of other than full and open competition in accordance with the Federal Acquisition Regulation (FAR) 6.302-1, as the unique supplies and services are only available from one source and awarding to any other source would not fulfill the agency�s requirements. This is not a Request for Quotes or Proposals. No contract award will be made on the basis of the responses to this notice. The purpose of this notice is to allow interested parties to assert and explain their capability to satisfy the requirement described. The U.S. Army Medical Research Acquisition Activity (USAMRAA) located at 820 Chandler Street, Fort Detrick, MD on behalf of the Telemedicine & Advanced Technology Research Center (TATRC), intends to award a sole source firm fixed price contract to ECHO Healthcare. Required Capabilities TATRC requires one Female Adult simulator and one Male Adult simulator that meets the following minimum requirements: - The simulators shall not contain any electronic components. These simulators shall not contain any electronic components as these interfere with the ability to visualize human anatomy or have additional electronics in the simulator that would interfere with the appearance of being hyper-realistic. - The simulators shall exhibit hyper-realistic external human physical features and characteristics that allow for medical interventions.� Medical intervention capabilities shall include: � � - Airway management via oral, upper airway, and bronchial interventions including � � - NPA, Supraglottic, and endotracheal intubation � � - Cardiopulmonary Resuscitation (CPR) Compatible � � - Pneumothorax resolution through needle decompression of the chest � � - Intraosseus intravascular access in upper arms and lower legs � � - Ability to open simulator eyelids manually - The simulators shall allow for the users to perform medical interventions and procedures without requiring additional accessories or adaptations to the simulators. - The simulators shall be a full-body human representation of an African-American or dark skinned healthy adult female around the age of 25-30 years old and an African-American or dark skinned healthy adult male around the age of 25-30 years old. - The female and male simulators must perform the same capabilities as listed: � � - Airway management via oral, upper airway, and bronchial interventions including � ��- NPA, Supraglottic, and endotracheal intubation � ��- Cardiopulmonary Resuscitation (CPR) Compatible � ��- Pneumothorax resolution through needle decompression of the chest � ��- Intraosseus intravascular access in upper arms and lower legs � ��- Ability to open simulator eyelids manually - Simulator human shape and ability to mimic internal human anatomy and physiology must stem from mold design and unique blend of silicone or synthetic materials to create human tissue, vasculature, and organs. These materials shall mimic human anatomy and physiology without the requirement of additional peripheral accessories.�
