- The Veteran s Administration (VA) Office of Research and Development, Regional Procurement Office East in Pittsburgh, PA intends to negotiate on a sole source basis with Bertec Corporation based in Columbus, Ohio on behalf of the VA Cleveland Healthcare System. The requirement is to provide one (1) dual belt treadmill with two integrated force plates per the following specifications. Salient Characteristics Instrumented Treadmill System System Description The requirement is for one (1) Instrumented Treadmill System with specifications that meet or exceed those listed in the specifications section. This instrument shall be delivered and installed at the Motion Study Laboratory located at Louis Stokes Cleveland VA Medical Center clinical laboratory. Specifications The vendor shall supply instrumentation that meets or exceeds the following specifications: Provides a PC-based motor control with robust industrial standards for the treadmill motors and electronics to provide stable performance with high repeatability. Utilizes at least eight force transducers located in each corner of the two treadmill halves. The force transducers in the treadmill shall provide 6 degree-of-freedom measurements including forces and moments about all 3 axes. Uses a multi-stage amplification or pre-amplification process to minimize noise and crosstalk in recorded force transducer data. Has a full separate electronics cabinet to remove electrical noise Provides at least a 16-bit resolution on analog-to-digital conversion for the recoded signals Shall be implemented with all motion capture systems, including those that cannot accept a full calibration matrix. This simplifies ease of use and integration. Shall be mounted directly onto mounting plates that are fixed to the ground to ensure levelness and minimize vibrations. Has an incline feature and this feature should be a separate robust platform that the treadmill is bolted to. The incline feature should have a mechanism to minimize vibrations and maintain data quality. Has instrumented handrails. Each handrail should output three components of force (Fx, Fy, Fz) Provides a support structure for user safety such as overhead safety support system and harness. Has the capability to be paired with the Immersive Labs virtual reality dome for a full visual and audio feedback system used in kinematic and kinetic research. Achieves speeds up to 7 m/s (15.5mph) or higher. Each belt should be at least 20 long and 20 wide with a stepping area on sides of the belts Has the capability to reach acceleration rate of 15m/s2 or higher suitable for creating belt perturbations such as trip/slip conditions Force Accuracy for the standard ground mounted treadmill should meet the numbers in the table below. Fz Accuracy (%Applied Load or AL) 0.210 ± 0.117 Fx in Fz Crosstalk (%A.L.) 0.126 ± 0.071 Fy in Fz Crosstalk (%A.L.) 0.102 ± 0.053 CoPx Accuracy (mm) 0.844 ± 0.448 CoPy Accuracy (mm) 0.891 ± 0.545 The requirement will take place at a VA facility in Cleveland, OH. The sole source is pursuant to FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice of intent is not a request for competitive proposals, however; any responsible source who believes it is capable of meeting the requirement may submit a capability statement and supporting documentation to the contracting office no later than Wednesday, Sept 14, 2022, (11:00 AM, EST).
