- PRESOLICITATION NOTICE: Specialized Reference Laboratory Testing for the South Texas Veterans Healthcare System PURPOSE: This is a Department of Veterans Affairs, Network Contracting Office 17 (NCO 17) Pre-Solicitation Notice only. Vendors are requested to read the below requirements. No responses are requested by this notice. NCO 17 issues this notice with the intent to offer an opportunity to all interested parties to appropriately prepare for the anticipated Request for Proposals (RFP). This is not a request for quotations/ proposals; this is for presolicitation and information purposes only. No award will be made on the basis of any responses received by this notice. BACKGROUND: NCO 17 has a requirement for firms that are interested in providing specialized reference laboratory services for the South Texas Veterans Healthcare System (STVHCS). PROPOSED CONTRACT ACTION: The Contractor shall provide specialized reference laboratory testing services for the STVHCS. Accordingly, NCO 17 plans the issuance of the following solicitation (RFP): RFP Title: Specialized Reference Laboratory Testing RFQ Issuance Date: October 2022 RFP Issuance Method: This solicitation will be posted on SAM.gov. RFQ Response Date: November 2022 Award Date: December 2022 Award Procedures: In accordance with FAR subpart 15.3 Source Selection Place of Performance: STVHCS, San Antonio, Texas Please Note: The requirement to obtain a CAGE Code and for your company to be registered under the applicable NAICS Code will be a mandatory requirement prior to contract award. Failure to provide any documentation that is required by the subsequent RFP when submitting your proposal may result in your proposal being found technically unacceptable and removed from the competition without further discussions. The Contractor shall possess all permits, licenses, accreditations, and any other appointments required for the proper execution of all work performed under this contract. Interested parties are remined that information furnished may be subject to disclosure on the Freedom of Information Act (FOIA). Therefore, all items that are confidential to the business, or that contain trade secrets, proprietary or personal information must be clearly marked. Marking of items will not necessarily preclude disclosure when the Department of Veterans Affairs determine disclosure is warranted by FOIA. However, if such items are not marked, all information contained within the submitted documents will be deemed releasable.
