- This announcement should not be construed as a commitment by the U.S. Government. The U.S. Government does not intend to award a contract on the basis of this Request For Information (RFI). THIS IS NOT A RFP AND DOES NOT OBLIGATE THE U.S. GOVERNMENT TO ISSUE A RFP.� This RFI release is for U.S. Government planning purposes only and constitute requests for exchange of information pursuant to FAR 15.201. Request for Information (RFI) US Army�s Combat Capability and Development Command�s Armaments Center (DEVCOM-AC) is looking for sources for three different fall protection solutions to address the fall protection newly enforced requirement from DEVCOM-AC�s Risk Management Office. Contractors are encouraged to reply to this SSN with information on any or all of the three fall protection system requirements identified. SYSTEM 1: The first system required is a Mobile A-Frame Fall Protection System. These systems can be easily rolled into a position and locked into place. The height can be adjusted to accommodate a wide variety of combat vehicles while allowing 2 people to safely connect their harness and lanyard to the MAFS. REQUIREMENTS: Worker Capacity - 2 Overall Span (distance from outside frame from one side to the other) - 15ft Clear Span (shortest distance inside the frame from one side to the other) - 10ft Minimum Trolley Hook Height (distance of hook from the floor to bottom of hook) - 13ft 1in Maximum Trolley Hook Height � (distance from floor to swivel connector anchor) 20ft 1in Minimum Overall Height - (distance from floor to the top of A-Frame when the system is at its lowest setting) 14ft 10in Maximum Overall Height - (distance from the floor to the top of the A-Frame at the highest setting) 21ft 10in Maximum Caster Frame Width � (distance from inside one caster to another) 13ft 1in Caster Wheel Diameter - 8in *ALL MEASUREMENTS WITH 8in DIAMETER WHEEL CASTERS SYSTEM 2: The second system required is a platform system, in accordance with the drawings in Attachment 1. � Figures in Attachment 1 are provided for reference and overall dimensions only. Any OHSA Standard supersedes conceptual image layout. Any alternative construction is acceptable if it meets the below SOW and OSHA standards. Manufacturer can propose / provide any design that meets the safety intent. � It is preferred to have a system that is easily disassembled for compact storage � Segments o System shall be able to be broken into individual components o Each component shall be no longer than 8� o Each component shall bolt or otherwise securely lock to adjacent segments, so that segments can be rolled as one and do not separate. o It is preferred for each segment to be able to be handled by forklifts with 4� long, 8� wide forks. o Each segment shall weigh no more than 3000 lbs o Stair segments are not required to meet these requirements but is preferred. o Each segment shall have casters that can allow the components to roll individually or together, with no load other than the platform on them. � All steel components shall be painted with an industrial grade paint � Each side platform (after segments are assembled) shall be capable of holding 4000lbs. Weight limit shall be clearly marked. � Toeboards on Platforms o Platforms shall have OSHA standard 1910.28 toe boards that are removable. o Notice 1910.28(b)(3)(iv) includes toeboards with guardrail system: �Each employee is protected from falling into a ladderway floor opening or ladderway platform hole by a guardrail system and toeboards erected on all exposed sides, except at the entrance to the hole, where a self-closing gate or an offset must be used.� (source) o Toe Board Height Requirements: 29(k)(1)(ii): �have a vertical minimum height of 3.5 inches (9 cm) as measured from the top edge of the toeboard to the level of the walking-working surface�, o Clearance : 29(k)(1)(iii): �do not have more than a 0.25 inch (0.5 cm) clearance or opening above the walking-working surface�, and o Force: 29(k)(1)(vi): �should be capable of withstanding a force of at least 50 pounds (222 N) applied in any downward or outward direction at any point along the toeboard.� � All railings must be constructed and certified to meet the provisions of OSHA 1910.29(b) section � Stairs must be constructed and certified by mfg to meet all OSHA 1910.29(f) requirements � It is desired for the stairs to have a ~49 degree slope to maximize working area and prevent intrusion into other areas. � Platform working surface shall be able to be set at or fixed at 66� off the ground. � For each side, the platform working surface shall be 233� long by 36� wide. (Figure 5) � Rear bustle roof railing (Figure 3)[note to procurement / procurement coordinators � the other components are likely available from multiple vendors.] o A removable, trapezoidal safety barrier o Barrier shall meet all provisions of OSHA 1910.29(b) o Barrier shall extend a minimum of 42� above platform rails. o Barrier shall be 216� wide at the bottom o Barrier end triangle shall have a base width of 36� o Barrier shall have two pins to allow platforms to pivot to access work area along side of vehicle without removing. See reference Figure 3 and Figure 6 o Barrier shall have two rigging points included or indicated to remove or install via crane and be capable of being lifted from these points. PLEASE SEE ATTACHMENT 1 FOR ALL DETAILS OF SECOND SYSTEM REQUIREMENT. SYSTEM 3: OBJECTIVE: Procure a Commercial off the Shelf (COTS) system to protect Remote Weapons Branch (RWB) engineers and technicians from accidental falls when working on US Army tactical vehicle roof mounted lethality systems. ANTICIPATED APPLICATION: Installing/Removing Remote Weapon Systems (RWS) from vehicle roof. Installing Vehicle Integration Kit (VIK) components. Working modifications to roof mounted ancillary systems and hardware. Cable routing and sealing. Modifications or swapping of subsystem components on installed RWS. Roof measurements and surveying to support design efforts. Roof mapping and programing for no fire zones and motion inhibits. NOTE: The fall protection system will not be used for lifting RWS or other component hardware. HIGH LEVEL SPECIFICATIONS: System must independently support 2 workers, approximate minimum payload 500-600 lbs. Maximum work height is approximately 5-15 feet. Counterweighted base supporting a freestanding mast to which a rotating, cantilevered rail that supports fall protection �trollies�. Includes two (2) adjustable length trollies. Portable, system does not require floor or surface anchors. Capable of easy repositioning using a forklift. Horizontal span from mast: 10-14 ft. Height of rail: ~20-22 ft. Minimum 180 degree rotation required, 360 degree desired. Includes all harnesses and ancillary hardware for full operation. Ease of operational and safety use and training. Request your company provide responses to the following questionnaire: 1. Does your company have systems available that can meet one or more the above requirements?� If yes, please provide description of your system(s). Please specifically highlight any individual technical requirement that creates a significant challenge for your company to meet. 2. Can your company define and provide a rough order of magnitude price with your response? Please include any maintenance or warranty the company offers. 3. Are any of the systems currently in stock and available for immediate delivery? 4. If your systems are not currently in stock, when would the systems be available for delivery? 5. Does your company provide other fall protection systems that we may not be considering? Please include a brief description of other types you have available. 6. Can your company custom manufacture/design to meet the concept designs proposed? Also please provide the following company information: Company Name. Company Address.
