- This is a COMBINED SYNOPSIS / SOLICITATION for commercial items / services, prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The National Park Service contemplates award of a firm fixed price contract as the result of this combined synopsis/solicitation. This announcement constitutes the only solicitation issued as Request for Quote (RFQ) 140P1322Q0047. A WRITTEN SOLICITATION WILL NOT BE ISSUED. This is a 100% Total Small Business Set Aside. The North American Industry Classification System (NAICS) code is 115310 (Fuels Management Services). The small business size standard is $20.5 Mil. Offers from other than small business will not be accepted or considered. FAR clauses and provisions enclosed within this RFQ are those in effect through Federal Acquisition Circular (FAC) 2021-05 and are available in full text through Internet access at http:// www.acquisition.gov/far/. The primary goal of this project is to reduce the fuel load and change fuels arrangement inside the park boundary to reduce the threat of wildland fire in the Park, and to adjacent communities. The work includes but is not limited to, Cutting all vegetation within a 6-foot radius of all utility system infrastructure; Felling and removing all surface vegetation (trees and brush) <10� Diameter Breast Height (DBH (4.5 feet above ground level)) within 6 feet of any paved road surface or identified leave island within or directly abutting against the delineated project unit; All stumps must be flush cut within 1 inch of ground level; Sweep, rake or blow 90% of mulch and debris from roads and walkways adjacent to or through the project area once equipment has completed work there; Level 90% of tracks, berms, or trenches created by the equipment back to within 4� of level surface and cover 100% of bare soil by redistributing mulch from within the project area; Cut any fuelwood that is identified/marked for salvage into maximum 6� lengths and move to designated fuelwood collection areas. The contractor shall furnish all labor, materials, tools, equipment, supplies, staging, permitting, bonds, taxes, insurance and project supervision/management, correspondence, travel (except as otherwise specified), to accomplish all required work. All work is to be accomplished in accordance with the NPS statement / scope of work, and the vendor / contractor�s proposal / quote. The Government�s intent is to award the contract to one contractor based on the best value to the government including but not limited to; production capacity to complete the work in a timely fashion, knowledge, and experience with this type of work, past performance as it relates to quality and customer satisfaction, and price. Given current annual funding limitations it is our intent to award the work for Lake Village under this contract. Any other remaining work locations will be solicited and awarded individually or combined and solicited / awarded under a standalone contract. The Government may reject any or all proposals if such action is in the Government's best interest. The Government intends to evaluate proposals and award on initial proposal submission. Therefore, the offeror's initial proposal shall contain the offeror's most favorable terms from a technical and price standpoint. Any costs incurred by offerors in preparing or submitting offers are the offerors' sole responsibility. The Government will not reimburse any offeror for any proposal preparation costs. Submitted proposals must be valid for a minimum of 90 calendar days after the solicitation close date.
