- �The Centers for Disease Control and Prevention (CDC) intends to award a Sole Source Award to Emory University 1364 E Clifton Road NE, Atlanta, GA 30322 with a period of performance of September 30, 2022 through September 29,2024 under NAICS 541720, �Research and Development in the physical, Social Sciences and Humanities. The award will be Firm Fixed Price and will be utilized for the acquisition of a mixture of, clinicians, specimen collectors, and specimen processors expertise service needs. These services will collect data regarding the ability of various oral doses of doxycycline to penetrate mucosal tissues in men and women to inform combination of doxycycline with ARVs for the development of single-dose event-driven multipurpose prevention strategies to protect against HIV and STIs. Emory University possesses the essential capability for theoretical analyses, exploratory studies and experiments in any field of science or technology as well as the capability to engineer or develop work calling for the practical application of investigative findings and theories of scientific or technical nature. This contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of 41 U.S.C.3304(a)(1) as implemented by Federal Acquisition Regulation (FAR) Subpart 6.302-2 which Supplies or services may be considered to be available from only one source if the source has submitted an unsolicited research proposal that�Demonstrates a unique and innovative concept (see definition at 2.101), or, demonstrates a unique capability of the source to provide the particular research services proposed.� This notice of intent is not a request for competitive proposals; however, all responses received within fifteen (15) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Should be emailed to the Contract Specialist, Dehlia L.
