Description: NOTICE OF INTENT TO NEGOTIATE A SINGLE-SOURCE CONTRACT�� Special Notice:�� FD-2022-283�� NOAA/NMFS/�� SEFSC/EHCSC�� In compliance with FAR Subpart 13 coupled with the provisions set forth by FAR Subpart 5.101(a)(1), this Notice is hereby published to inform of the following:�� The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Office of Management and Budget (OMB) intends to negotiate, on a sole source basis, under the authority of FAR 13.106-1(b)(1), �with�Trane U.S. Inc.� � � � � � � � � � � � � Using the procedures of FAR Part 13 the requirement is to procure the following:�� The contractor shall furnish the necessary personnel, material, equipment, services, and facilities to perform each system component listed are tested correctly, operate to meet the performance requirements of the design and specifications, and is compatible with the Metasys operating system. Task 1 - The contractor will work to assure that each system component listed below are tested correctly, operate to meet the performance requirements of the design and specifications, and is compatible with the Metasys operating system.� AHU (250T), 2 units, 1 comprehensive and 3 operational visits, plus 1 tower/basin cleaning (large) and 1 cooling tower startup per year;� Exhaust fans (0-5HP), 12 units, 1 operational visit per year; Pump (<10HP), 2 hot water units, 4 operational visits per year; Pump (10-40HP), 8 condenser water pumps, 4 operational visits per year Period of Performance� Task period will begin date of award through 12 months. � � � � � � � � � � � � The applicable Size Standard is North American Industry Classification System (NAICS) Code 238220� with a Small business�size standard of $16.5M. Trane is the original manufacturer for the 1998 installed equipment awaiting replacement. Maintaining the old equipment is now only known by the company of manufacture. �Brand name or equal description cannot be used because service technicians who work on �Trane '' equipment are not trained on the antiquated machinery. Thus, other companies� services and products do not meet the agency�s needs. Without having this manufacturer directly responsible for chiller maintenance and other components, the mission will be unable to continue marine mammal genetics research, nor meet the requirements of interagency agreements with tenant offices that would be closed. Separating the operational system upkeep from equipment upkeep will require coordination with two companies, but it is the most effective option for the government. �The alternative is replacing the existing operational system, estimated at $330,000 or continuing the existing contract and adding monthly repair services by purchase card. �The prior option is of no value to the government, as we await congressional approval to transfer facility ownership. �The latter option costs not only additional funds, but requires staff time beyond what is available, may exceed annual purchase limits, and poses safety risks while proper functions are not addressed. �""�� **THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO SOLICITATION PACKAGE IS AVAILABLE. HOWEVER, FIRMS THAT BELIEVE THEY CAN FULLY MEET THE GOVERNMENT'S REQUIREMENTS MAY SUBMIT SUBSTANTIATING DOCUMENTATION IN WRITING TO THE IDENTIFIED POINT OF CONTACT WITHIN 15 DAYS AFTER PUBLICATION OF THIS SYNOPSIS. SUCH DOCUMENTATION WILL BE EVALUATED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER OR NOT TO CONDUCT THIS PROCUREMENT ON A COMPETITIVE BASIS. A DETERMINATION BY THE GOVERNMENT NOT TO CONDUCT A COMPETITIVE PROCUREMENT, BASED UPON RESPONSES TO THIS NOTICE, IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT.
