Description

The Federal Communications Commission, Enterprise Acquisition Center hereby provides notice of its intent to award a sole source, firm fixed-price contract for a Case Management System (CMS) to Clark�s Consulting, LLC at 15758 Dorneywood Dr., Leesburg, Virginia 20176. �The contract is expected to be awarded under the authority of 41 U.S.C. 1901, as implemented by FAR 13.501(a)(ii) � Soliciting from a Sole Source (including brand name) using the format at 6.303-2, modified to reflect the procedures in FAR subpart 13.5. �A Justification for Other than Full and Open Competition has been approved. The anticipated award date is September 9, 2022. The CMS, version OIGCMS v3.4, is a management tool for maintaining, tracking, and reporting of OIG investigative matters.� The CMS is required to store and retrieve information and documentation related to formal case files and to provide critical statistics for the measurement and tracking of operational activities. The contractor will continue to provide CMS service and support. �These services will be utilized and accessed throughout the agency and facilitated through Office of the Inspector General. NAICS code: 541511 �Custom Computer Programming Services� (SBA Size Standard $30M) PSC: DA01 THIS NOTICE OF INTENT IS NOT A SOLICITATION OR REQUEST FOR COMPETITIVE QUOTES. However, interested parties may identify their interest and capability to respond to this requirement within four calendar days after publication of this notice. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement. The Commission will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) to be eligible for award. Interested parties are encouraged to furnish information by email only with �RESPONSE TO INTENT TO SOLE SOURCE CMS� in the subject line. All documents submitted will not be returned. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed above to Darrin Nicholson, Contracting Officer, by email at Darrin.Nicholson@fcc.gov NO LATER THAN 12:00PM Central Time. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support these requirements.
