- Electrical Upgrades Phase 1 Design 36C24422R0169 Questions (Updated 2 September 2022) Responses to RFI received Professional engineering licensure is required; however Pennsylvania state licensure is not specifically required. If the PE is from a state that has a Reciprocity agreement with Pennsylvania and the PE has something in writing they meet Act 41 they can stamp and sign. Otherwise it must be a PA professional engineer stamping the drawings. They must possess a PA Architect License or meet the requirements of ACT 41 Registered Architect Licensure Requirements Snapshot (pa.gov). The Prime contractor and their proposed subcontractors are not required to work in the same office. For geographical location purposes, we will be evaluating the firm and their partners ability to have a physical presence on site as required for site investigations and as issues arise during construction period services. This project will primarily include electric upgrades; however, work may be required to return any building and facility systems to their pre-operational state that were removed, disabled, or altered during the electrical upgrades. Capacity will evaluate the A/E firm s ability to accomplish the project in the required time. This ability may be expressed by providing details on both the firm s current and projected workload as well as the availability of key personnel. The presence of hazardous materials such as Asbestos Containing Materials and Lead-Based Paint (ACM/LBP) should be expected but should have minimal impact on this project s scope. The LVAMC will provide our latest asbestos survey to the technically most qualified offeror to help them create their price proposal. In general, lead based paint is present on some steel and some wood trim. ACM is present in some waterproofing mastic and some flooring materials. PCBs have been removed from the campus, but if any items that are suspected of containing PCBs are found during site investigation, the VA will have them tested. The RFP references providing a copy of the Errors & Omissions Insurance Policy. Are you looking for our Liability Insurance certificate or a copy of the actual policy? The certification page is all we need to prove that you have the policy it will the types and limits. Section E indicates to include the DUNs # for each Subcontractor. The DUNs is no longer used, should this be substituted with the Unique Identifier Number as indicated in the beginning of the RFP? Yes, the SAMUID is used in lieu of the DUNS as DUNS has been replaced as an identifier within the Federal contracting system. Any relevant experience, including laboratory design experience, that is applicable to the design scope of this project, should be included. However, this project does not specifically require laboratory design experience.
