- By way of this Market Survey/Sources Sought Notice, the USACE-Omaha District intends to determine the extent of capable small business firms that are engaged in providing the services described hereunder. The responses to this notice will be used for planning purposes for upcoming procurements. Therefore, this notice does not constitute a Request for Proposal (RFP), Quotation or Bid; it does not guarantee the future issue of an RFQ/RFP/IFB; nor does it commit the government to contract for any supply or service. This is a non-personal services contract to provide Adaptive Management (AM) support to the ongoing development and implementation of the Missouri River Recovery �Program (MRRP) �under the Missouri River Recovery Management Plan and Environmental Impact Statement (MP/EIS) and the Science and Adaptive Management Plan (SAMP). �The overall purpose of this proposed work is to provide Adaptive Management expertise, statistical and experimental design expertise and guidance, support for information management in the implementation of the MRRP SAMP for the two Missouri River species listed under the Endangered Species Act [piping plover (Charadrius melodus) and pallid sturgeon (Scaphirhynchus albus)] and the least tern (Sterna antillarum). �While expert support for a range of AM related tasks will be required under this contract, experimental study design, and design of monitoring and assessment programs) are of particular importance and focus for this contract. The selected contractor shall have demonstrated experience in developing population models, experimental design, and monitoring and assessment approaches for endangered and/or rare species in the context of Adaptive Management. Demonstrated experience in developing AM Plans for major river systems with endangered species management and experience working collaboratively with stakeholder groups is required.�
