Description

** Amendment 01: The purpose of this amendment is to correct Experience Submittal Form naming in�Factor II, Experience Submittal Requirements on RFQ, Pg 6. The amended RFQ and Experience Submittal documents are attached. The Date Offers Due is hereby extended from Sep 08, 2022 to Sep 12, 2022, 02:00pm MDT.� All other terms and conditions continue to apply. THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number NB671000-22-01668 is a BRAND NAME OR EQUAL Request for Quotation (RFQ) conducted under the authority of FAR 13, Simplified Acquisition Procedures. In accordance with FAR 8.405-6(b), this is a BRAND NAME OR EQUAL requirement. NIST already owns Polaris 5G SA and 5G Non-Standalone (NSA) virtual EPCs and Nokia 4G LTE radio network (RAN) units within the lab. It is logical that a PSCR lab expansion would include Nokia 5G SA new radio (NR) gNB elements to achieve the 5G SA network architecture since the existing 4G LTE RAN units are Nokia specific and the 5G SA gNBs, new 5G airscale baseband cards and to-be-upgraded 4G LTE units and associated software shale be Nokia's manufactured and supplied products to comply with compatibility requirements with existing Nokia products in the lab. There are vendors and individual resellers of this equipment and there is no preference amongst the individual resellers independent of the criteria stated in this RFQ. This RFQ, incorporated provisions, and clauses are those in effect through Federal Acquisition Circular (FAC) 2022-07 dated 8/10/2022. The associated NAICS 334220 - Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing has a small business size standard of 1,250 employees. This requirement is full and open competition. Attached is the Specifications describing the requirements for solicitation NB6710002201668 for the following line item number(s) (CLINs) to include description of item(s), quantities, and units of measure. Defense Priorities and Allocations Systems (DPAS) and assigned rating is not applicable to this request for quote (RFQ). Offerors must submit all questions concerning this solicitation in writing, via email, to the Contract Specialist, Clifford Nicholson at clifford.nicholson@nist.gov.� Questions should be received no later than five (5) calendar days after the issuance date of this solicitation. All responses to the questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, the question responses included in the amendment to the solicitation will govern performance of the contract. Background/Scope: The National Institute of Standards and Technology (NIST) Public Safety Communications Research (PSCR) Division is in the process of expanding its Long Term Evolution (4G LTE ) lab network toward the 5G Stand Alone (SA) network architecture.� The aim of the expansion is to support PSCR core research projects in assisting public safety-first responders fulfilling their missions. Having the Polaris 5G SA and 5G Non-Standalone (NSA) virtual EPCs and Nokia 4G LTE radio network (RAN) units already in the lab, it is logical that the PSCR lab would expand the network with 5G SA new radio (NR) gNB elements to achieve the 5G SA network architecture.� Since the existing 4G LTE RAN units are Nokia specific the new 5G SA gNBs, new 5G Airscale Baseband cards and to-be-upgraded 4G LTE units and associated software shall be Nokia�s manufactured and supplied products to meet compatibility requirements with existing Nokia products in the lab. More specifically, this expansion effort will include new software, software upgrades and new hardware elements for the Nokia Airscale Baseband unit, and software upgrades for 4G LTE eNB radio units, new 5G sub-6 GHz and millimeter wave (mmW) NR gNB units.� Besides the hardware components, the procurement shall include all the related operating software and updates, all necessary wiring including RF and fiber optic cables and connectors, installation and configuration, integration and technical support, training, warranty, and maintenance for the installed elements.� NIST will provide 48 VDC and 120 VAC power sources and related circuit breakers.� All new and upgraded items shall be compatible with the latest 3GPP release for 5G SA network at the time of installation and configuration, or at the minimum 3GPP Release 15 or newer. This shall be provided in accordance with the Requirements/Specifications documentation included herein.
