- Description
- The Department of Veterans Affairs (VA), Office of Procurement, Acquisition, and Logistics, Technology Acquisition Center (TAC), located at 23 Christopher Way, Eatontown, New Jersey, intends to issue RFQ 36C10B22R0016 under NAICS code 541614 as an SDVOSB set-aside. Veteran Integrated Service Network 21 (VISN 21) currently uses CenTrak proprietary active radiofrequency identification (active RFID) hardware and software to provide real time information of asset location, staff location, patient location, as well as environmental variables. CenTrak Active Asset Tracking (AT) deployed at VA Medical Centers is supplemented with the Infor Location-Based Intelligence (LBI) user interface (UI): a platform that maps location data to provide end users with 1) a real-time graphical user interface (GUI) displaying location status for individual assets and 2) a set business intelligence reports and dashboards. These hardware and software are designed for locating assets in real time at a zonal, room-level, and within-room level accuracy. Currently, however, active (i.e., battery powered) CenTrak asset tracking (AT) only provides coverage for a portion of VISN 21s assets due to the trade-off between tag size, maintenance cost (e.g., battery management), and the ability to locate assets in real time. However, it is not necessary to locate in real time the majority of non-expendable (NX) equipment at medical centers. Therefore, VISN 21 is seeking a passive (i.e., non-powered) RFID solution to complement CenTrak active AT in locating non-expendable equipment not suitable for use with active RFID tags. This combined synopsis/solicitation for commercial products and/or commercial services is prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6. The combined synopsis/solicitation is issued as a 100% Service-Disabled Veteran-Owned Small Business set-aside. The intended award will be a firm-fixed price IDIQ type contract. In accordance with FAR 5.207(c)(16)(ii), all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The North American Industrial Classification (NAICS) for this effort is 541614. The anticipated award date of on or about September 23, 2022. This notification shall close on September 9, 2022 at 3:00 PM EST. The deadline for questions and answers is close of business August 26, 2022. Questions/responses shall be submitted via e-mail to Contract Specialist, Laura Startek, e-mail: Laura.Startek@va.gov, with the subject line as the synopsis number, 36C10B22R0016. The Points of Contact (POCs) for this action are Laura Startek, Contract Specialist, Laura.Startek@va.gov, 848-377-5089, and Matthew Truex, Contracting Officer, Matthew.Truex1@va.gov, 848-377-5045.
