Description
The Executive Office of United States Attorneys (EOUSA) intends to solicit and award a contract to LifeCare, Inc, 2 Armstrong Road, Shelton, CT 06484, under the authority of FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The EOUSA anticipates award of a Purchase Order, on a sole source basis, to LifeCare, Inc.� The EOUSA requires support for our work-life benefits to over 12,000 employees which includes the EOUSA, and the 94 United States Attorneys Offices (USAO) located throughout the 50 states, the District of Columbia, Guam, the Marianas Islands, Puerto Rico and the U.S. Virgin Islands. LifeCare will provide one-on-one services by dedicated and experienced specialists through a 24/7 toll-free 800 telephone number and a comprehensive, online internet-based service. LifeCare will provide the following areas of support with work-life benefits to include: Child Care:� Provide timely and comprehensive information on quality, affordable childcare to include emergency or back-up childcare.� The information is to be highly localized, targeted to the local community in which the EOUSA/USAO employee resides or works. Elder Care Services:� Coordination of the continuum of services available to assist older adults and/or their caretakers.� They will provide information to employees to take advantage of local programs including information on how to arrange for an evaluation and assessment of an older loved one and a detailed care plan outlining recommended care needs and services. Caring for Disabled Persons: the continuum of services available to assist disabled children, adolescents, and adults in daily living. Education: Advice and referral services for various academic programs including providing topical information related to health and education; adoption; divorce; separation; grandparents as parents. They will provide counseling, education and referrals for academic programs to include nursery school/pre-school, elementary education, middle/high school, college, financial aid, special education, continuing education, tutoring, and extracurricular activities. Legal/Insurance/Financial Issues: �Assistance with budgeting, credit and debt, estate planning, elder law, financial hardship, etc. They have the capability to provide up-to-date regulatory, insurance, and financial information by state.� The information shall be highly localized, that is, targeted to the local community the employee resides or works in. Plus, free consultations with attorneys and/or financial counselors. Informative materials:� Provide electronically, or direct employees to easy-to-locate sources of, relevant materials to assist employees in managing personal and family-related issues. Seminar Services:� In concert with Employee Assistant Program (EAP) offer a broad spectrum of engaging Work-Life seminars and webinars, developed, and facilitated by experts. Access for employees with special needs:� Ensure that all services are 508 compliant, and accessible to employees with disabilities. Coordination with EOUSA EAP:� Ensure coordination of all services provided to EOUSA/USAOs through the EOUSA EAP. Marketing:� Provide a comprehensive marketing program for orienting EOUSA/USAO employees, including regular advertising of offerings to ensure employee awareness of services. Reports on utilization rates, employee satisfaction, and trends:� Provide utilization reports on employee usage of and satisfaction with contractor services. They will design, develop, implement, and present a system of quality control for services rendered, including a process of continuous program evaluation and improvement; an annual program evaluation; and recommendations for program improvement. They will conduct an annual review meeting to discuss current year performance and plan for the following year's services based on the summarized data from the current year.
