Description
INTENT TO SOLE SOURCE Gartner IT Leaders User License/Subscription SS-FSA-22-124 The Bureau of Fiscal Service (Fiscal Service), on behalf of the Fiscal Service (Fiscal Service) Chief Innovation Officer (CINO), Chief Customer Officer (COO) and Wholesale Securities Services (WSS), intends to make award on a sole source basis to Gartner, Inc. (SAM UEI CFALLJBGZ697), for �Gartner for IT Leaders� User License/Subscription. Gartner has developed and owns the proprietary IT Leaders User License/Subscription specifically required for this acquisition; thereby the proposed source has the sole unique technical and other resources required for this acquisition. Fiscal Service (Fiscal Service) Chief Innovation Officer (CINO), Chief Customer Officer (COO) and Wholesale Securities Services (WSS) requires the following license/subscriptions: Gartner for IT Leaders Users License/Subscription (CINO) for one (1) 12-month base year and one (1) 12-month option year. Gartner for IT Leaders Users License/Subscription (CCO) for one (1) 12-month base year and one (1) 12-month option year. Optional NTE CLIN: Gartner for IT Leaders user License/Subscription (Additional for WSS and/or other Fiscal Service offices when/if needed. Subscription terms to run 12 months from date of purchase.) The CINO focuses externally on the financial management community and changes (including technology) that impact federal financial management. They also work with the Chief Strategy Integration Officer (CSIO), including the Business Transformation Executive, Financing and Operations, and ARC to discover, develop, and implement innovation (including technology) internally within Fiscal Service. Access to relevant and informed research data and other resources is essential for discovering and staying informed on emerging technologies and in making decisions. The CCO is responsible for defining and executing Fiscal Service�s customer experience strategy, shaping the experience for all Fiscal Service customers externally and internally, including employees. Direct access to relevant and informed IT research data and other resources is required to inform decisions regarding application of technology in delivering modern, effective, and efficient experiences to customers across a variety of functions, activities/programs, and stakeholders. WSS is responsible for ensuring efficient and effective management of the Debt Financing System in support of its mission. To do so, WSS must remain aware of the operational and management best practices and new technologies in the federal government and commercial marketplace. The Debt Financing System is at a critical stage of its lifecycle and having access to relevant and informed research data is essential to inform decisions and reduce risk for pursuing modernized technology. Access to the Gartner for IT Leaders service is necessary for Fiscal Service to exercise its obligation and authority in strategic planning, staying aware of IT trends, and effective evaluation of contingencies. The Gartner IT Score for Business Continuity Management (BCM), included in the Gartner for IT Leaders service, is a critical framework being used to continuously evaluate the maturity of the business continuity management function and prioritize improvements and next steps. This resource is unique in that it assesses across the following, but is not limited to: � ��������� Developing BCM program policy and scope, Establishing program governance and management structure, � ��������� Establishing BCM program practices, � ��������� Analyzing business impacts and risks, � ��������� Developing risk treatment and recovery teams, strategies, procedures, and plans, � ��������� Training staff and recovery teams, � ��������� Exercising BCM plans, � ��������� Capturing BCM improvement opportunities, � ��������� Assessing the current BCM program against industry business practices, � ��������� Ensuring BCM comparison against recognized benchmarks, � ��������� Implementing corrective actions and continual improvement, and � ��������� Integrating disaster recovery, including operating an IT disaster recovery management program, building disaster recovery plans, developing a robust testing protocol, developing disaster recovery runbooks update process and aligning business priorities with disaster recovery capabilities. While other providers may have individual research in these areas, no other provider is known to offer a single tool to identify current state, assess maturity, and prioritize next steps like the Gartner IT Score for Business Continuity Management. The subscriptions are unique in that they will provide the following, but is not limited to: Business Continuity Management (BCM) is a critical framework being used to continuously evaluate the maturity of the business continuity management function and prioritize improvements and next steps. This tool is unique in that it offers one source to assess all of these functions and capabilities and consolidates overall results and recommendations in one actionable output. � ��������� The ability to connect with other public and private sector peers to share experiences independently and quickly to avoid costly mistakes and bypass potential pitfalls. It is critical that the Fiscal service have a private online peer forum to make these critical connections so that there is not any contractor or marketer participation to influence the conversation. � ��������� Gartner's license allows access to proprietary industry feedback for up-to-date awareness of the IT worldwide environment. � ��������� The ability to access an integrated IT budget benchmarking tool to provide a basis for a transparent, objective conversation with stakeholders, including those at the Treasury OCIO, in a consistent manner rather than relying on speculation or conflicting guidance. � ��������� Access to a large research library. These reports are fully reviewed and vetted for technical accuracy, completeness, and reader comprehension with IT industry experts. Furthermore, Gartner, Inc. is the proprietary owner of Gartner for IT Leaders User License/Subscriptions and has provided in writing that they do not sell this product through any reseller or partners. The period of performance for the purchase order is anticipated to be one (1) 12-month base year and one (1) 12-month option year. NO SOLICITATION IS AVAILABLE. �A request for more information will not be considered an affirmative response to this Special Notice. Telephone responses or inquiries to this Special Notice will not be accepted. Qualified Contractors that feel they offer the same or similar product that can meet the Government�s need shall provide the following for consideration: The name and location of your company, contact information, and identify your business size (Large Business, Small Business, Disadvantaged Business, 8(a), Service-Disabled Veteran Owned Small Business, HUBZone, or Women owned Small Business, etc.). �Please ensure contact information includes the name of the point of contact, email address, and telephone number, should the Government have questions regarding individual responses. DUNS/UEI Number. Specific details of the product(s) that your company offers in regard to this notice. Whether your content is available through a Government contract vehicle or Open Market. A brief capabilities statement (not to exceed 5 pages) that includes a description of your company's standard line of business, as well as a list of customers to whom your company currently provides the specific required content. Responses must include sufficient evidence that clearly shows your company is capable of providing the content described in this notice. Responses received will be reviewed; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no written response is received by the stated deadline, then Fiscal Service will proceed with making an award on a sole source basis to Gartner, Inc. The following file extensions are not allowable and application materials/data submitted with these extensions cannot be considered: .bat, .cmd, .com, .exe, .pif, .rar, .scr, .vbs, .hta, .cpl, and .zip files. Microsoft Office and Adobe compatible documents are acceptable. No other information regarding this Special Notice will be provided at this time. Fiscal Service may consider information received no later than 10:00 a.m. EST on Wednesday, September 16, 2022, submitted to purchasing@fiscal.treasury.gov, Referencing SS-FSA-22-124 Gartner/ATTN:MG/CA. �
