- The Mission and Installation Contracting Command Installation�Contracting Office, West Point, NY (MICC-West Point) is issuing this combined synopsis/solicitation for a non-personal services contract for language, regional expertise, and culture (LREC) cross-service recordkeeping�and management systems research and analysis, cross-service LREC system-functionality-integration piloting, as well as coordination for various LREC record and developmental pilot initiatives as outlined in the attached PWS.
