- The Air Force Life Cycle Management Center, Mobility and Training Aircraft Directorate's Heavy Airlift Division, on behalf of the Technology Development Group, is conducting market research about current Electromagnetic Interference (EMI) and Electromagnetic Capability (EMC) Testing Capabilities that are available within Industry. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. It is important to note that this RFI is not a Request for Proposal (RFP).� This RFI is issued solely for information and planning purposes. It does not constitute an RFP or a promise to issue an RFP in the future. This RFI is to better understand the current EMI and EMC testing capabilities available within Industry. This RFI does not commit the U.S. Government to contract for any supplies or services. AFLCMC/WLMK is not seeking proposals at this time and will not accept unsolicited proposals. Responders are advised the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responder's expense. Not responding to this RFI does not preclude participation in any future RFP, if issued. The U.S. Government has not made a commitment to procure any of the supplies or services discussed herein, and release of this RFI shall not be construed as such a commitment or as authorization to incur costs for which reimbursement would be required or sought. This notice shall not be construed as a commitment by the U.S. Government to issue a solicitation or ultimately award a contract, nor does it restrict the U.S. Government to a particular acquisition approach.� Any information provided to the U.S. Government as a result of this RFI is voluntary.� Respondents will not be notified of the results from this RFI.� All submissions will be used for review in the context of this RFI or related potential future solicitations and will be held and used for these purposes only. BACKGROUND: The U.S. Government is looking for vendors capable of providing EMI and EMC testing services compliant with Military Standard (MIL-STD) 461 and MIL-STD-464 on multiple aircraft platforms with the capability to conduct required testing and provide documented results within 2-4 weeks of notification. U.S. Government seeks information from vendors regarding their capability to conduct EMI and EMC testing anywhere within the continental United States and on various types of aircraft platforms. Vendors are asked to provide information regarding their level of experience with conducting laboratory and/or on-aircraft EMI and EMC testing to include the ability to provide their own required test equipment to perform all required MIL-STD-461 and MIL-STD-464 testing. �As part of the EMI EMC RFI Response, vendors are asked to address their Facility Clearance Level (FCL) as this may be required for laboratory-based EMI testing. Additionally, vendors are asked to address personnel security clearances for those who conduct EMI and EMC testing as this would be required for testing of classified systems as well as on-aircraft access to conduct EMC testing of certain platforms and/or subsystems and components. To avoid any potentially classified responses to this RFI, do not list any specific assets that you have tested.� RESPONSES: Interested parties are requested to respond to this RFI using the attached spreadsheet �EMI EMC RFI RESPONSE SPREADSHEET� filling in row 2 with the responses.� All vendor information in response to this RFI shall be no higher than Controlled Unclassified Information (CUI) no classified RFI responses will be accepted. Responses are due no later than noon (12:00 pm) Eastern Standard Time (EST) on 30 September 2022. �Please send the filled-out EMI EMC RFI RESPONSE SPREADSHEET electronically to the Contracting Officer, Angela C.
