Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSALS. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS ARE NOT BEING REQUESTED. This notice is for the acquisition of commercial supplies and/or services for which the Government intends to negotiate with only one source. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority of 41 U.S.C. 1901 Use of Non-Competitive Procedures and 13.106-1(b) Soliciting from a Single Source. The National Institutes of Health (NIH), National Library of Medicine, intends to enter a contract on a sole source basis with BEIJING BOOK CO INC 701 E LINDEN AVE LINDEN, NJ 07036-2414 for literature (serials) from Chinese publishers as indicated in the attached pages. The National Library of Medicine (NLM) was established ""to assist the advancement of medical and related sciences and to aid the dissemination and exchange of scientific and other information important to the progress of medicine and to the public health..."" (42 U.S.C. 286). Central to this mission is the development of a collection that supports contemporary biomedical and health care research and practice as well as future scholarship. Building on the NLM�s Congressional mandate, a collection policy was fist adopted in June 1976. To this end, NLM has been working with vendors to source materials for the NLM collection from various geographic regions of the world to meet the NLM collection guidelines criteria. NLM has a long-standing relationship with BBCI and has used their services for many years to source literature for the collection. The vendor can provide extensive and accurate coverage of publications required by the NLM via serial subscriptions that nobody else can provide in this scope for this geographic region. That makes them the vendor of choice for covering the Chinese language publications. Over time, they have demonstrated the precise, thorough, and responsive service to satisfy the NLM�s literature needs in this segment of the collection coverage. This notice incorporates provision and clauses in effect in the FAC 2022-07 effective August 10, 2022, including all FAR Circulars issued as of the date of this synopsis. NLM anticipates that an award will be made on or about September 13, 2022 The North American Industry Classification System Code (NAICS) applicable to this requirement is 323117 Books Printing and the business size standard is 1,250 employees. Only one award will be made as a result of this solicitation. This will be a firm fixed price type order. Interested Offerors may submit a quote or capability statement not exceeding 5 pages in length which details their ability to satisfy this requirement. Quotes, capability statements, and related (non-proprietary) materials, or any questions must be submitted in writing by email to the Contracting Officer, LaDonna Stewart at ladonna.stewart@nih.gov no later than 11:00 AM Prevailing Eastern Time on September 12, 2022. NO collect calls will be accepted. NO facsimile transmissions will be accepted. Any quotation, if timely received by an eligible offeror, shall be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted.
