Description
This is a notice of intent to solicit from a single source. The U.S. Geological Survey (USGS), intends to negotiate a purchase order with Schimadzu Scientific Instruments (SSI). USGS SBSC of Moab, UT has a requirement for a Gas Chromatograph which will be used to separate the chemical components of our samples and determine the presence or absence of certain gases and their quantity. In addition to maintaining the integrity of our data, using this new equipment to replace our existing 27-year-old Shimadzu gas chromatograph ensures we can utilize the existing necessary accessories that represent thousands of dollars of investment (custom made sample trays, sample vials and seals for multiple different sizes of sample). Purchasing a different brand gas chromatograph would be much more expensive as it would require the purchase of new accessories rather than using the existing components. � Award will be made in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b) and the procedures at FAR Part 12 entitled, Acquisition of Commercial Items and FAR Part 13 entitled, Simplified Acquisition Procedures, Subpart 13.5. SSI is to the USGS� knowledge, the only source who can provide this product which can meet the following required specifications: The Gas Chromatograph (GC) must have an oven light. � The GC must have a touch screen interface. � The GC must have the ability to access remotely from a mobile device to monitor run state, review chromatograms and launch a batch. � The GC capillary columns must have the ability to be connected to the GC inlets and detectors using a tool free connection system. � The GC must have the ability to install a built-in hydrogen sensor that monitors real time hydrogen level in the GC oven. � The GC must have a temperature range of room temperature + 4�C to 450�C. Using liquid CO2 gas, it must be -50�C to 450�C. � The GC must have up to 20 program steps, including the possibility of cooling programs. � The GC must be able to install a maximum of 3 independently temperature controlled injector units with automatic flow controllers (AFC). Additional injector units must be field upgradeable in the future. � The GC must be able to install up to four detectors simultaneously and they must be individually temperature controlled. Additional detectors must be field upgradable in the future. � The GC�s detector gas must be electronically controlled by APC or Advanced Pressure Control. � The GC column flow control must be electronically settable from the software or GC keypad. The AFC or Advanced Flow Control must be able to control the carrier flow in Constant Linear Velocity mode to achieve the optimal column performance. � The split/splitless injection system must be backpressure regulated to maintain the best retention time stability. All detector gases must be electronically controlled as well as the septum purge and split values. � The GC must be able to perform automatic leak checks. � The flow must have a setpoint resolution of .001psi � The Flow controller must have a pressure sensor accuracy of 2.0% full scale. � The Flow controller must have a drift of less than 0.68 kPa/6 months. � The GC must be able to have up to three Split/ Splitless inlets that are controlled by Advanced Flow Controllers (AFC) installed. � The split/splitless injector must have a temperature range of room temperature + 5�C to 450�C and a pressure setting range of 0 to 1035 kPa. � The split/splitless injector must have 7 steps of pressure programming available and a programmed pressure rate setting range of -400 to 400 kPa/min. � The split/splitless injector must have a split ratio setting range: 0 to 9999.9, and a total flow rate setting range of 0 to 1200 mL/min. � The split/splitless injector must be able to keep the column average linear velocity constant while temperature is increasing. � The flame ionization detector must have a temperature range up to 450�C and a minimum detected quantity of 1.2 pgC/s of dodecane. � The flame ionization detector must have a dynamic range of 107. � The electron capture detector must have a temperature range up to 350�C and a minimum detected quantity of 4 fg/s for y-BHC. � The electron capture detector must have a dynamic range of 105. � The GC must be manufactured by the same company that completes the integration of accessories and the final application.. The integration of accessories and the final application must be completed in the USA. � The GC oven program must be isothermal. A single split/splitless inlet must be used. � A vent valve must be supplied for heart-cutting analytes from the FID. A rotary valve must be supplied for heart-cutting oxygen from the ECD. The total run time must not exceed 4.5 minutes. � The GC must have a detection limit of at least 0.3 ppm for CO2 and light hydrocarbons and 0.1 ppm for N2O The purpose of this notice is to satisfy the requirements of FAR Subpart 5.2. This notice of intent is not a request for competitive quotes. However, all responsible parties may submit a quotation by the closing date of this announcement which shall be considered by the agency. Said submission must be a detailed technical specification outlining how you will meet the requirements as listed in the first paragraph of this notice. No solicitation will be issued. A determination not to compete this action based upon responses received is in the sole discretion of the Government. The NAICS code for this action is 334516.
