Description

The Naval Air Systems Command (NAVAIR) intends to negotiate and award a delivery order under Basic Ordering Agreement (BOA) N0001919G0029 to Sikorsky Aircraft Corporation (SAC), a Lockheed Martin company on an other than full and open competition basis. The contract will be for the procurement of non-recurring engineering services and support associated with a Replication Proof of Concept consisting of the migration of model-based defined Product Definition Data (PDD) and Part Object Data (POD). This Proof of Concept will demonstrate the ability of transferring large PDD and POD datasets with associated metadata for the CH-53K aircraft from a contractor�s Product Lifecycle Management (PLM) environment to a Government PLM environment. This action is intended to be awarded on a sole source basis under the authority of 10 U.S.C. 2304 (c)(1) as implemented by FAR 6.302-1, ""Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements"". Sikorsky Aircraft Corporation is the only known responsible source with the requisite knowledge, capability, experience, subject matter expertise, and the necessary proprietary technical data required to fulfill the Government's requirements.� This notice of intent is not a request for competitive proposals. However, any capability statements received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
