- Mod 2- Extend the RFQ due date to 4pm MST on 9/6/2022 to account for the holiday. ________________________________________________________________________________________________________ Mod 1- Add Question and Answers to attachments, extend the RFQ due date to 4pm MST on 9/5/2022. ________________________________________________________________________________________________________ Extreme Heat Social and Behavioral Science Research Study This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is being issued as a total small business set aside. The associated NAICS code is 541990.� The small business size standard is $17.0M. This is a new requirement, no incumbent. Quotes must be submitted on company letter head and provide all items listed in 52.212-2 to be considered for award, no quote form is being provided. Please submit all quotes via email to casey.morris@noaa.gov by 4PM MST 9/1/2022. As heat-related impacts continue to increase, the NWS must rise to the challenge and provide the most equitable and informed heat products and services to mitigate loss of life and property. Modeling and forecasting capabilities have continued to expand; specific to heat, NWS has begun to offer a variety of tools in addition to the traditional Heat Index (e.g. experimental Wet Bulb Globe Temperature (WBGT) forecasts and a prototype HeatRisk index that incorporate health data). The purpose of this study is to identify best practices for communicating and messaging the impacts of heat on human health by drawing from relevant literature and analyzing public perception and understanding of heat.�See attached Statement of Work for full list of tasks. PERIOD OF PERFORMANCE 18 months from the contract award date Place of Performance The contractor shall perform the work at their office, at the National Weather Service headquarters, and in locations appropriate to the proposed methodology.� Information will be exchanged between NOAA/NWS staff via email, telephone calls, and Federal Express. Contractor shall have an active registration in the System for Award Management (SAM found at www.SAM.gov) in order to provide a quote and be eligible for award and must have FAR Provision 52.204-26 filled out. See attached full Combined Synopsis with all terms and conditions which all vendors must be in compliance with to be eligible for award.
