Description
This is a presolicitation/notice of intent to sole source for services prepared in accordance with FAR Part 8. It is the intent of the National Institutes of Health (NIH), Office of Behavioral and Social Sciences Research (OBSSR) to procure professional services on a sole source basis from Ghamut Corporation, 4942 Dawn Avenue, Suite 201, East Lansing, Michigan 48823-5606, to provide data analytics for two focus areas for OBSSR as stated in the strategic plan are to expand the BRAINWORKS platform to include Behavioral and Social Sciences Research (BSSR) data to help to discover research gaps, conduct various analyses (e.g. network analyses), and track trends in the field.� �The North American Industry Classification System Code (NAICS) 541511- Custom Computer Programming Services. Background: A key priority of the OBSSR Strategic Plan is to �enhance and promote the research infrastructure, methods, and measures needed to support a more cumulative and integrated approach to behavioral and social sciences research.�� A recent report by a National Institutes of Health (NIH) Council of Councils Working Group supported this priority and noted that �improved precision of the measurement tools would reveal greater nuance in funding trends in BSSR and beyond� and is critical to better realize the benefits of BSSR to health.� BRAINWORKS provides an innovative platform for extracting and representing data from diverse sources (e.g., funded grants, publications). This data can then be leveraged to identify gaps and trends in the science as well as identify opportunities for greater integration of the behavioral, social, and biomedical sciences. The existing BRAINWORKS tool uses brain-related information so the inclusion of additional BSSR data will be a natural progression for the application. An infusion of BSSR data into the platform will facilitate the creation of data visualizations accessible by researchers internal and external to the NIH.� This project will help the OBSSR better track and coordinate BSSR across the NIH and will support more targeted identification of research gaps and opportunities. Purpose/Objectives: Using the existing BRAINWORKS platform and focusing on 2-3 BSSR use cases, the contractor shall: Convene kick-off meeting with Contracting Officer Representative (COR) and NIH scientific team within two weeks of contract award to review the Statement of Work (SOW). In collaboration with the OBSSR team, discuss and finalize the BSSR use case topics. Topics may focus on a specific disease, discipline, or methodology as determined by the contractor and OBSSR team. Based on the selected topics, integrate relevant BSSR-related controlled and curated vocabularies, taxonomies or ontologies, and/or measures repositories into the BRAINWORKS tool to support the application of natural language processing (or other appropriate analytic methodology) to extract and represent BSSR trends and patterns.� Additionally, incorporate publicly available data from funded grants (e.g., NIH RePORTER), scientific manuscripts (e.g., PubMed abstracts), and other publicly accessible metadata (e.g., grants, authors, institutions, citations) to populate the BRAINWORKS application.� Develop visualizations using the BRAINWORKS application to identify gaps, trends, and relevant research networks using the selected use cases.� Collaborate with the OBSSR team to review and refine products. Submit monthly progress reports and presentations that summarize methods and results to date as well as completed activities, upcoming activities, and unanticipated issues.� Convene monthly meetings with the project team to update on status and progress. Period of Performance: September 1, 2022 � August 31, 2023 Place of Performance: All services shall be provided at the Contractor�s facility unless otherwise required to come to NIH campus for meetings.� The government will provide access to the NIH information or personnel needed to satisfactory complete the deliverables. Sole Source Justification: Ghamut Corp is uniquely positioned to fulfil the requirements as they are the entity that has created the BRAINWORKS application. Specifically, Mohammad Ghassemi, who is the owner of Ghamut Corp, developed BRAINWORKS as a Data and Technology Service Scholar with the mission of creating technology to advance biomedical research. BRAINWORKS is a unique and innovative platform because it provides a novel way to visualize complex grant, funding, and publication data to inform knowledge gaps, robust networks, and more. The BRAINWORKS platform was designed specifically for better understanding brain circuits and this project will expand its utility to the behavioral and social sciences research space. As the owner of BRAINWORKS, Ghamut Corp possesses unique access and capabilities that would not be available from any other entity. Leveraging these skills will enable OBSSR to better track and coordinate BSSR across the NIH and will support more targeted identification of research gaps and opportunities. This is not a Request for Quote (RFQ), nor is a RFQ available; however, all responsive sources may submit a proposal in a timely manner which will be considered by NIH. Firms interested in responding to this notice must be able to provide the required services, property, facilities and funding specified in the SOW and in compliance with all applicable laws, regulations and policies. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Responses shall be in writing and shall be electronically transmitted to briscoee@mail.nih.gov by 2:00 PM EST on Wednesday, September 7, 2022.
