- Description
- The U.S. Army Corps of Engineers (USAGE) intends to award a single-source fixed price purchase order to Proquest LLC for online access to its database services - i.e. ProQuest LLC content services. The period of performance for this requirement shall be for twelve (12) months from the date of the effective date of the contract. No competition is being sought unless/until another source is identified. These library service subscriptions are unique to Proquest LLC. NAICS - 519130 - Internet Publishing and Broadcasting and Web Search Portals HECSA Library intends to renew access to ProQuest Materials Science and Engineering Database content services. USAGE personnel will search the databases for full-text documents, indices and abstracts, and analysis documents, books, conference proceedings, reports and white papers within various subfields of the engineering discipline. They will set up personalized subject matter profiles and will receive alerts when new content matching those profiles is published. This digital content will support USACE personnel as they accomplish their missions. This is a special notice prepared in accordance with the requirements in Federal Acquisition Regulation (FAR) 5.2 Synopses of Proposed Contract Actions. A solicitation will not be posted. However, any firm that believes it can meet this requirement may give written notification to the Contracting Officer within fifteen (15) days of publication of this announcement. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirement. Responses received will be evaluated; however, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government. The U.S. Army Corps of Engineers intends on proceeding with awarding a fixed price purchase order to Proquest LLC. Point of contact for this requirement is Erroll T. ProQuest is the ONLY source for a comprehensive, complete, and cross-searchable collection of congressional publications from 1789-present. Includes searchable PDFs for ALL congressional publications, including historic full text not available anywhere. HECSA Library has had a long-standing subscription to PQC.� That long-term subscription gives us ownership of the historic content�this is similar to a rent-to-own arrangement. If we move to a new vendor, we could retain the older content,� but we would lose access to any new database content.� If we discontinue the subscription and then decide to re-subscribe, we will only be able to ""rent"" any interim content.� We will never be able to regain ownership of it; our only option if this occurs would be to subscribe indefinitely and then lose access once we stop subscribing.� U.S. Army Corps of Engineers HQ has invested in PAL/perpetual access to the following collections: ProQuest Digital Complete Prospective Subscription 2020-forward - SUB ProQuest Digital U.S. Bills and Resolutions, Hearings, Serial Set 2, Congressional Research Digital Collection 2020-forward. Customers who subscribe to this package for 5 years 2020-2024 will receive 2020-2024 PAL status for all of the included content. PAL status will only be earned if the subscription is maintained for the full 5-year period. ProQuest Serial Set 1789-2019: Only version available with subject indexing that is cross searchable with Hearings, Bills, Committee Prints, CRS reports, and the Congressional Record. The U.S. Congressional Serial Set, including the American State Papers, contains the reports and documents published by Congress. It's called the Serial Set because it was published in serial fashion... meaning that there are more than 15,000 volumes in this series now. Congressional Research Digital Collection 2004-2019: ProQuest Congressional Research Digital Collection is the only source for full text historic committee prints back to 1830, Congressional Research Service Reports back to 1916, and miscellaneous publications from sources such as CBO, GAO, and special commissions. Congressional Hearings 2004-2019: ProQuest Congressional Committee Hearings is the only resource with Historic Published Hearings from 1833-1969 as well as Unpublished House and Senate Hearings; and Published Hearings, 1970-present. Featuring single point access and original abstracts describing content contained in source document. US Bills and Resolutions 1789-2019: No other online database offers one place to go for the full text of ALL versions of ALL U.S. public and private bills and resolutions from 1789 � present. A unique feature of this product is the Bill Profile composite reports which contains bill sponsor and co-sponsor Single source rationale - Moreover, �by maintaining our subscription, our users have privileges that would be unavailable with a new vendor.� For example, most database content is copyrighted, which with most vendors means it cannot be shared outside the immediate organization without violating the contract.� As part of our long-term subscription relationship, HECSA has negotiated the right to share PQC documents with USACE employees in districts and field offices, a privilege that would not be possible with another vendor of the same content.
