- Notice of Intent to Sole Source-Elsevier B.V. Scopus Research and Development Literature Database Requirement The United States Department of Energy, Advanced Research Projects Agency�Energy (ARPA-E), intends to award a sole source Purchase Order to Elsevier B.V. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a)(2)(ii)(B)�Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This synopsis is being published for informational purposes only. This proposed action is for continued use of Elsevier�s Scopus, a database providing abstracts and citations of peer-reviewed literature, featuring smart tools to track, analyze and visualize research. The Scopus product provides funding data such that identification of any ARPA-E related research is efficiently and expeditiously achieved. ARPA-E has been utilizing this product since 2018 and permitted customization for data extraction has already been accomplished. Scopus offers a comprehensive view of research output in the fields of science, technology, medicine, social science and arts and humanities. Market research and experience using the product demonstrate that Scopus offers a unique combination of features that are essential to the success of the ARPA-E IMPACTS Team and Program Development Team: publication abstracts, detailed funding data that is efficiently and consistently placed, and high-quality datasets resulting from name standardization and entity disambiguate functionality as well as the largest coverage in the energy research area. The applicable North American Industry Classification System Code (NAICS) for this requirement is 518210 �Data Processing, Hosting and Related Services. Business size standard for NAICS 518210 is $35,000,000. The statutory authority for permitting other than full and open competition for this requirement is pursuant to 41 U.S.C. 3304(a)(1) and FAR Part 6 for the requirement based on the application of FAR6.302-1(a)(2)(ii)(B), only one source is capable of providing the supplies or services required at the level of quality required because the supplies, or services are unique, or highly specialized. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement in response to DOE�s intent to purchase on a sole source basis. Any capability statements shall be considered by the Government if received by 3:00 pm local (Washington D.C.) time, Thursday, September 15, 2022. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government to change the acquisition strategy for the proposed requirement, based upon responses to this notice, is solely within the discretion of the Government.
