- This is announcement constitutes a Source Sought Synopsis.� This announcement seeks information from industry and will only be used for preliminary planning purposes. THIS IS NOT A SOLICITATION FOR BIDS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. Respondents will not be notified of the results of the evaluation.� The Jacksonville District of the U.S. Army Corps of Engineers is seeking interest from prospective bidders for a potential fiscal year (FY) 2023 award of the aforementioned project.� The purpose of this synopsis is to gauge of interest, capabilities and qualifications of various members of the Dredging Community, to include Small Businesses, as the Government must ensure there is adequate competition amongst the potential pool of responsible contractors.� The proposed project will be a Firm Fixed Price (FFP) contract. The Jacksonville District anticipates the issuance of an Invitation for Bid (IFB). No reimbursement will be made for any costs associated with providing information in response to said synopsis or any follow-up information requested. The Jacksonville District of the US Army Corps of Engineers is seeking interested bidders for a project work consists of constructing a beach berm along approximately 7,000 feet of shoreline immediately south of Fort Pierce Inlet between Florida Department of Environmental Protection (FDEP) Range Monuments R-34 and T-41. The project work is subdivided into a base and one option. The Base consists of beach fill between the Fort Pierce Inlet South Jetty and Sta. 391+50, including constructing an ADA compliant temporary ramp where the pipeline crosses the jetty. Option A is located immediately south of the Base, between Sta. 391+50 to Sta. 409+00. Beach compatible sand for the project will be dredged from Capron Shoal, located approximately four miles southeast of the project site. Due to the extensive hardbottom areas located offshore of the fill area, offshore pipeline access to the beach site is prohibited. Offloading will be done inside the South Jetty of Fort Pierce Inlet, as shown on the plans. A staging area and beach access to the project fill area is located at the end of Seaway Drive and near the south jetty offloading area. Project work also includes but is not limited to endangered species observation, sea turtle non-capture trawl sweeping, turbidity monitoring, beach tilling, and vibration control and monitoring. Note: U.S. Coast Guard Certified Dredge is required to complete the work. The project is located on the north end of Hutchinson Island in St. Lucie County, Florida adjacent to Ft. Pierce Inlet. The Estimated Magnitude of construction is between $10,000,000 and $25,000,000. The project will have an estimated period of performance of 135 calendar days for the base and option A after receiving notice to proceed. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 237990, Dredging and Surface Cleanup Activities. The Small Business Size Standard for this project is $32.5 million. Anticipated solicitation issuance date is on or about November 8, 2022, and the anticipated response date is on or about December 9, 2023.
