- The Overseas Buildings Operations (OBO), U.S. Department of State (DoS) is responsible for providing the labor and training materials necessary to conduct train-the-trainer safe driver instructor training to improve driver performance and to decrease the frequency and severity of motor vehicle mishaps. This contract will be focused on improvement and will also require certain reporting requirements, meetings, and sessions to monitor performance, identify areas for improvement and to train personnel.� This contract will incorporate training in �soft and armored� vehicles. This contract is not to teach an individual how to drive but to develop and improve Department of State Safe Driving Instructors� skills to enable the instructors to provide effective driver training upon return to their respective embassy or consulate.� Methodology must be behavior based, include specific skills and techniques to identify and correct unsafe behaviors, with at least 75% of the training conducted using a hands-on in vehicle approach while driving on local roadways.� The methodology must be directly applicable to any driver, in any vehicle including (armored vehicles and non-armored vehicles), in any country and must support established and proven skills and techniques that are currently used within the Department of State to coordinate with the behaviors that are scored in the event data recorder program. There will be approximately 40 to 60 training sessions each year, which will be conducted overseas. Specific locations will be determined at the discretion of the Department of State to provide training regionally and to accommodate differences in right- and left-hand drive countries. Training will cover all regions including Africa, Europe, the Middle East, Asia, Pacific region, and Central and South America. The training must reinforce and complement concepts already incorporated with the Department�s training efforts. Training criteria should include skills and techniques, which focuses on anticipating hazards and defensive driving, allowing appropriate following distances, ensuring others in traffic see you, and scanning areas for potential hazards which can help drivers avoid collisions.� DoS plans to award a Firm-Fixed Price, Indefinite Delivery, Indefinite Quantity (IDIQ) contract for base and (4) four one-year option years. The IDIQ award will be made to the responsive offeror, whose proposals conform to the solicitation, and will offer the �Best Value� to the government, whereas technical factors are more important than cost. This award will be 8(a) competitive set aside for small business should a small business be found capable. To qualify as a small business under the NAICS code 611692.� Offerors must have 10 years of experience providing train-the-trainer safe driver instructor training overseas in defensive driving methods (not tactical) proven to result in safer driver behavior. This experience must include training in both soft skinned and armored vehicles.� The vendor must conduct the training utilizing employees and not subcontractors to ensure direct government oversight of contractor activities on U.S. government embassy and consulate compounds as well as accountability for off compound time after work. �Trainers shall be physically and medically capable of overseas travel and performing safety driver training of instructors without requiring medical support within country.� Offeror must provide samples of training materials in various languages. Offerors must be registered in the SAM.GOV database prior to proposal submissions. Offerors may obtain information on registration requirements via the internet at http://www.sam.gov.� The Offeror is responsible for the accuracy and completeness of the data within the SAM database, and for any liability resulting from the Government�s reliance on inaccurate or incomplete data. Security Requirements: � Offerors are required to provide information to the embassy or consulate being visited on all employees for security purposes. Information required shall include the name of the employee, date of birth, place of birth, and passport information. Contractor must also be able to obtain an IDL (International Driver�s License), if required by the hosting Country. Contractor�s employees must be able to obtain a Moderate Risk Public Trust (MRPT). An MRPT is an extensive background check into the individual(s) history. Information shall also be provided for all equipment being transported to sight locations to seek the permission of the embassy or consulate to bring the equipment on the compound. Proposal Submissions: The Request for Solicitation and its attached documents will be posted under Solicitation Number, 19AQMM22R0326, on or around September 15, 2022. No paper copies will be mailed. Proposal submissions will be due no later than 3:00 PM, EST on October 15, 2022. Questions (Q&A) period opens with the posting of the synopsis. Questions should be e-mailed to: taylorbk2@state.gov.
