Description
The Department of Veteran Affairs, Veterans Health Administration, Network Contracting Office 6, on behalf of Durham VA Medical Center, intends to negotiate a sole source Firm-Fixed Price contract for Mental Health Interpersonal Psychotherapy Training Service at the Durham Veterans Affairs Medical Center with Interpersonal Psycotherapy Institute LLC. in accordance with 41 U.S.C. ยง3304(a)(1) as implemented by FAR 6.302-1 Only One Responsible Source. See attached Performance work statement. The Government intends to award a one-year (1) base plus one (1) one-year option contract. The applicable NAICS Code is 611710 (Education Support Services) with a size standard of $16.5 Million. The corresponding Product Service Code is U009. This is not a request for competitive offers and no solicitation is available. Market research has determined that these services are only available from a single source without an unacceptable delay or duplication of cost and no other type of services will satisfy agency requirements. The Government intends to award the contract with an effective date on or about 28 September 2022 to Interpersonal Psycotherapy Institute LLC, 900 Highland Park Ave, Coralville, IA, 52241-3361. The Durham Veterans Medical Center is seeking a contractor to provide all necessary labor, equipment, and materials necessary to furnish Mental Health Interpersonal Psychotherapy Training Service. Interpersonal Psychotherapy (IPT) is a form of psychotherapy for the treatment of depression and other conditions that has strong empirical support for its effectiveness. There is also strong empirical support for its use to prevent and treat depression during pregnancy and postpartum. Training VA psychotherapists to adapt IPT for use during high-risk reproductive cycle stages is consistent with VA s support for disseminating and implementing evidence-based treatments to meet the specific needs of women Veterans. Such training goes beyond general IPT training and would require a total of 4 workdays (32 hours) of workshop training, 12 hours of case consultation, and 2 case portfolio reviews for each clinician trained. Collectively, the sought training is for 40 clinicians in Reproductive IPT. In addition, training to 8 clinicians to become supervisors and trainers, to train other VA clinicians internally is sought. The supervisor training requires 1 workday (8 hours) of workshop training, 12 hours of co-consultation, 12 hours of online mentoring meetings, and 2 case portfolio reviews for each clinician trained. The trainer training requires a 16-hour (2 day) workshop, provision of 1 cohort of co-training and 1 cohort leading training.
