- Sources Sought Notice Teaching and Learning Initiative, Logistical and Enterprise Communications Support Services The Naval Postgraduate School (NPS) in Monterey, CA has a requirement at the Graduate Education Advancement Center (GEAC) for technical and functional services acquisition is to provide the NPS a responsive, efficient, and reliable means of obtaining support services to meet the NPS educational objectives. GEAC provides support to NPS Programs and Departments in areas associated with the NPS mission, and is responsible for the management and resourcing of those support services. GEAC offers a variety of resources, including but not limited to instructional strategy, instructional design, course architecture consultation, graphics design, analysis and implementation of educational technologies, multimedia assistance, student support, logistical support, programmatic communications, data analytics, assessment, administrative support, and educational programming support. Personnel with the requisite knowledge in diverse instructional delivery methods, learning architecture, web production, course/learning management systems, instructional design, course architecture, graphics design, analysis and implementation of educational technologies, multimedia assistance and development, student support, logistical support, programmatic communications, courseware authoring expertise, quantitative and qualitative analysis, administrative support as well as thorough knowledge of NPS and Navy academic programs and strategies, are required to provide the variety of GEAC services at NPS. This procurement is anticipated to be a single award Firm Fixed Price (FFP) contract. NAVSUP FLCSD anticipates issuing a solicitation for one base period plus four option periods with the base period of performance of 01 May 2023 to 30 April 2024. The North American Industry Classification System (NAICS) Code is 611710 and the Small Business Size Standard is $16.5 Million. The DRAFT Performance Work Statement (PWS) is attached. The purpose of this Sources Sought Notice is to locate and identify qualified sources, and determine if competition in the marketplace exists. Interested firms are invited to respond to this sources sought announcement by demonstrating Technical Capabilities (not to exceed five (5) pages not inclusive of the cover page) that summarizes relevant experience, knowledge, and capabilities consistent with the effort described in the Draft SOR. Respondents shall provide information related to contracts where the respondent was involved at a comparable level of effort. In addition, interested firms are invited to respond to this sources sought announcement by providing the following: (1) name and address of applicant (corporate/principal office and socioeconomic status); (2) name, telephone and email address of point of contact; (3) NAICS and Cage Code; (4) contractor�s technical capabilities statement, and (5) GSA schedule (if applicable). The Technical Capabilities statement should summarize experience and knowledge relative to the Draft SOR. The respondent should describe qualifications and experience in working with specific relevant work, providing sufficiently detailed descriptions to allow an accurate assessment of relevancy and nature of the work performed. Technical Capabilities will be evaluated on previous and/or current experience. A determination as to whether this acquisition will be a competed will be based upon responses to this notice.
