Description

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice.� This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number for this request for quote (RFQ) is 2032H5-22-Q-00064.� The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-07.� A detailed statement of work, breakdown of requirements and clauses and provisions are found in the attached RFQ. The IRS intends to issue a sole-source award to Vanguard Integrity Professionals under FAR 6.302-1, 'Only one responsible source and no other supplies or services will satisfy agency requirements'.� Based on extensive market research, Vanguard Integrity Professionals is the only authorized company to provide licenses for software currently being utilized within IRS outlined in the RFQ.� A copy of the justification is posted with this solicitation in accordance with 5.102(a)(6) and 13.501.� All responsible sources may submit a capability statement and quote which shall be considered by the agency.3 Funds are currently not available for this requirement.� This requirement will be funded with Fiscal Year 2023 funds.� FAR clause 52.232-18, Availability of Funds, is incorporated by reference. The contracting officer for this action is Jon Carney at jonathan.w.carney@irs.gov.
