Description
This synopsis precedes the issuance of a Request for Proposal (RFP) 36C24421R0034 for Community Based Outpatient Clinic (CBOC) Services. Butler VA Health Care Center, also known as the parent facility, requires CBOC services providing Primary Care in a private hospital, office, or clinic environment to Veterans, primarily residing in Armstrong and Clarion Counties, and Cranberry Township, Pennsylvania. The requirement will be for one clinic in each of these three locations. The subsequent contract will be performed for the Department of Veterans Affairs, Butler VA Health Care Center, 353 North Duffy Road, Butler, PA 16001. As a result of the solicitation, the Government intends to award one (1) indefinite-delivery, indefinite-quantity, (IDIQ) Contract, made to one offeror who can successfully place a competitive proposal to operate three CBOCs, one in each of the desired locations. In accordance with VA Procurement Policy Memorandum (PPM) 2018-04, this solicitation will be conducted using tiered evaluations as follows: This procurement is set-aside based on an order of priority as established in 38 U.S.C. 8127. TIERED EVALUATIONS INCLUDING LARGE BUSINESS CONCERNS: This solicitation is being issued as tiered evaluation with the following tiers: (1) SDVOSB concerns, (2) VOSB concerns, (3) small business concerns with HUBZone small business concerns and 8(a) participants having priority; and (4) large business concerns. If award cannot be made, the solicitation will be cancelled and the requirement resolicited. If the potential awardee is a Services Disabled Veteran Owned Small Business or Veteran Owned Small Business, the contractor must be registered in the US Department of Veterans Affairs Vet Biz Database to be eligible for Veteran owned preference. Registration may be accomplished at http://www.vip.vetbiz.gov/. Additionally, Service Disabled Veteran owned and Veteran owned contractors must be registered with Vets 100 at http://vets.dol.gov/vets100/. All Contractors must be registered in System for Award Management at www.sam.gov to be eligible for award and complete their online Representations and Certifications at www.sam.gov. The applicable NAICS code is 621498 with a size standard of $22 million in average annual receipts. Award will be made to the offeror whose proposal is responsive and conforming to the RFP, and is also determined to be most advantageous to the Government. The selection process will be conducted in accordance with FAR Part 12 and FAR Part 15 source selection procedures. PREPROPOSAL CONFERENCE: A preproposal conference will not be held.
