Description
The U.S. Army Corps of Engineers � New England District is issuing a Pre-Solicitation Notice for Gatehouse Heating System Replacement, Colebrook River Lake, Colebrook, CT. THE WORK CONSISTS OF: Colebrook Lake Dam is a dam located in the town of Colebrook in northwestern Connecticut. This dam is operated in conjunction with other Corps reservoirs in the Connecticut River basin to reduce flood levels on the main stem of the Connecticut River. The existing gate chamber (approximate floor elevation 583) currently only receives mechanical heating indirectly through the ventilation fan system located in the furnace room (approximate floor elevation 777). The ventilation fan system retrieves its supply air from the room temperature air in the furnace room and delivers to the gate chamber.� The existing ventilation system appears to have sufficient supply and velocities of air reaching the gate chamber; however, the supply diffuser serving the furnace room is located in the upper 1/3 of the room volume whereas the supply air ventilation fan is located near the floor.� Additionally, the supply diffusers for the ventilation system at the gate chamber room are located 8-9 feet above the finished floor.� Therefore, it is assumed that much of the heated air reaching the gate chamber is not reaching the lower level of the gate chamber.� The work to be included in in this contract is as follows:� Replace the existing heating system at the Colebrook River Lake Gatehouse Tower in order to eliminate the high humidity and lowered space temperature issues within the gate chamber. For reference, the existing service bridge to the gatehouse tower is approximately 10-feet wide with a current load rating of HS-20:� Inventory 22T, Operating 36T.� The doorway opening at the operating room floor is approximately 7.33-feet.� There is also an onsite 5-ton monorail hoist located in the operating room that will be available for use; however, the Contractor shall be required to provide an annual inspection certificate and conduct operational testing in accordance with EM 385-1-1, Section 16, prior to use.�� Work on this project is anticipated to involve fall safety hazards.� If work is completed at heights, the Contractor is responsible for establishing and implementing a fall protection program in accordance with EM 385-1-1, Section 21.� This includes the development of site-specific Fall Protection and Prevention Plan with onsite oversight by a Competent Person who has successfully completed a 24-Hour Competent Person in Fall Protection Training.� The gate chamber is considered a Non-Permit Required Confined Space. If work execution in the gate chamber creates an atmospheric hazard, the gate chamber will be reclassified as a Permit-Required Confined Space. Any work conducted in a Permit Required Confined Space must be completed in accordance with EM 385-1-1, Section 34 and will require a site-specific Confined Space Entry Plan. Vendors should note that interruption of the existing heating system or removal of any components that result in the non-operability of the existing heating system will not be permitted until the new components are on the project site and ready for installation The magnitude of construction is between $100,000 and $250,000. This is not a request for quotes at this time.� The solicitation requirements and contract documents, to include instructions for submission, and the response date will be available on or about September 8, 2022.� Neither telephonic, mailed nor faxed requests for hard copies of this solicitation will be accepted.� The solicitation will only be available online; in order to download the solicitation offerors must access the Contract Opportunities website (www.SAM.gov).� This procurement is set-aside for small business vendors. The applicable NAICS code is 238220 with a Small Business Size Standard of $16.5 Million. ALL VENDORS MUST HAVE AN ACTIVE REGISTRATION IN SAM.GOV AT THE TIME OF SUBMISSION IN ORDER TO BE CONSIDERED. ANY OFFEROR THAT DOES NOT HAVE AN ACTIVE SAM.GOV REGISTRATION WILL BE REJECTED AS NON RESPONSIVE.
