- Description
- The security plan defines both the physical and administrative security procedures for the design and installation of the electronic security system package.� The security plan seeks to maintain ATF project information confidentiality and protect the ATF site and installation work during all phases.� The security plan may be modified and/or supplemented from time to time if more effective procedures are considered necessary to achieve ATF�s security objectives.� All contractors working on the project may be subject to periodic reviews by ATF Physical Security, Operations Security and/or Information Security any of which may provide security recommendations to be implemented by the contracting company. All contractors who submit a proposal must sign an agreement which states that if their proposal is not accepted by ATF, upon notification all documents including, but not limited to floor plans, security specifications, equipment specifications, and scope of work must be returned to ATF.� If the information is not returned the contractor may be subject to sanctions from ATF. If awarded the contract, duplication of �Limited Official Use� documents shall be strictly limited, with all copies being numbered and recipients documented.� All copies of �Limited Official Use� logs and documents will be provided to ATF at the conclusion of the project.� All other documentation shall be disposed of by shredding in a crosscut type of shredder and a statement of disposition must be completed and returned to ATF.� (Form attached) Diskettes and tapes shall be dismantled and similarly shredded.� Compact disks (CDs) shall be permanently destroyed, and the attached statement of disposition must be completed and returned to ATF. The following information should be considered �Limited Official Use�, without further identification by the Government and should only be divulged on a �need to know� basis: Any mission-related information defined or labeled as �Limited Official Use� including but not limited to the following: All documents that contain �basis of design information� on building systems, such as structural, mechanical, electrical, telecommunications. Active security systems design documents, including electronic systems. Passive security systems design documents, calculations, narratives and/or other support information. Equipment Installation Requirements All CCTV cameras and motion detectors will either be wall or ceiling mounted.� All CCTV monitors will be mounted on the wall 5� to 6� from the floor where specified on the drawing unless otherwise noted or approved by the Physical Security Programs Branch.� Monitor installations should have appropriate signal distribution/amplification homerun to the DVR. All installations must have shielded, twisted strand pair wire 22-4, 22-2, 18-2, or 18-4 in plenum rated cable, unless otherwise indicated by product documentation. �Cabling that is installed outside of ATF office space must be installed in conduit.� Inside ATF space, wire must be in plenum shielded twisted strand cable.� All cabling will be fastened every 10� to 15� with a piece of red tape marked �security� to distinguish the security cabling from all other cabling. The contractor shall install a security equipment rack in the LAN equipment room for all head end security equipment, equipment will be anchored inside the equipment rack, and 15 to 20 feet of extra cable will be looped or bundled and attached to the wall in the LAN room.� The contractor shall provide a UPS system with noise & spike suppression and the ability to provide eight hours of backup power for the alarm system, digital video recorder and CCTV monitor located in the LAN equipment room. The contractor shall label strobe lights indicating the area which each strobe light is connected to each duress button. The contractor shall address and configure keypads if necessary and input all zone description locations and device information in the intrusion detection system as requested. The contractor shall provide as-built drawings indicating all cabling paths and device locations for the installed security equipment. The contractor will ensure that electrical power is provided for the CCTV monitors and other specialized equipment using 110-volt electricity. The electrical power may be provided by the contractor or a third party, please consult with the ATF physical security specialist for project requirements.� The contractor shall provide 4-6 hours of operator training to designated individuals on all security equipment for the intrusion detection system, Closed Circuit Television (CCTV) system, duress alarm system, Aiphone communication system and the access control system. The contractor will be notified if any existing security equipment will be used on the project.� If the office is not moving to a new site, and security upgrades are being installed at the current location, the current security equipment devices being replaced must be made inoperable and removed from the site and any required repairs made to any areas that are damaged from the equipment removal.
