Description
Notice of Intent to Award a Sole-Source Contract Announcement Number: NC-NP0000-22-01601 Project Title: Google Meets Hardware and Licensing The NOAA Office for Coastal Management (OCM) is undertaking an effort to standardize the audio/visual (A/V) equipment in common conference room spaces. This technology will enable OCM to fully integrate with NOAA Enterprise Google Services, streamlining the process of scheduling conference room resources and simplifying the end user experience of joining a meeting by simply touching the controller. Further, by registering these devices, OCM staff will be able to schedule conference rooms via Google Calendar and the meeting will automatically appear on the controller with all of the meeting details.� This effort will enhance the end user experience throughout the entire process of scheduling meetings while providing a more reliable and hassle-free connection to the A/V equipment.� This upgrade will also eliminate the existing safety hazards of wiring currently running across conference room floors. Collaboration and inclusion of remote participants will be considered, along with ease of use. All conference rooms upgraded as part of this action must have identical and repeatable controls. Any NOAA employee or guest trained on the use of any conference room controls must be able to repeat this experience in any upgraded conference room. Conference room technology throughout the NOAA is varied. All existing conference rooms have Audio/Visual and conferencing capabilities however; they are in need of updating and standardization. NOS took a similar effort to enhance or add new capabilities, turning the rooms into more functional meeting spaces, while keeping the remote participant as the highest priority; OCM in Charleston is following their lead thus making the experience for OCM staff in Charleston the same as OCM staff in Silver Spring. A common set of capabilities with identical features was selected as the NOS solution, establishing standard set of equipment so any employee can learn once and use any/all of the upgraded spaces.� The North American Industry Classification Code (NAICS) for this acquisition is 541519, Other Computer Related Services, with a business size standard of $30.0 million. Sole Source Justification Onix is the only vendor that maintains the software licenses that are used within NOAA. This particular item is essential to the requirement and market research indicates similar products do not meet or cannot be modified to meet agency needs. While there are resellers who can provide the hardware, there is only one vendor that can provide the licensing for this hardware. Therefore, to avoid duplicate licensing charges only one vendor is capable of meeting the governments requirements. OCM requires a modernized audio and visual teleconferencing capability for approved workforce personnel to better support a hybrid model of on-site conferences, events, and interaction with geographically dispersed individuals. The analysis to inform this requirement was an initiative that was led by the OCM IT Program Manager in consultation with other NOS IT Program Managers who have already upgraded their A/V hardware infrastructure at NOAA headquarters and across many field sites throughout the continental United States. This research and development effort was accomplished to resolve and streamline levels of support for OCM�s geographically-dispersed workforce to operate and maintain enhanced video conferencing capability across the United States and territories while continuously collaborating within a hybrid model of on-site and telework staff members. The items needed for this purchase includes: - Logitech Small Room Solution with MeetUp for Google Meet (x2) - Logitech Medium Room Solution with Rally System for Google Meet (x2) - Logitech Large Room Solution with Rally Plus for Google Meet (x2) - Google Meet Series One Desk 27� (x2) - Prorated Licenses in support of google Meet Hardware (x8) Special Notice This special notice is not a solicitation for competitive quotes, nor will one be posted on Contract Opportunities.� However, if an interested party believes that it is capable of meeting the requirements and be in compliance with the above justification, they may submit substantiating documentation in writing within the open period of this notice.� Responses can be sent via e-mail to rebecca.johnson@noaa.gov. Documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon response to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice.
