Description
1.0 PROJECT DESCRIPTION The proposed work involves providing all approved materials, labor, equipment, tools, mobilization, transportation, supervision, and any other incidental work and accessories necessary to accomplish as described herein. The contractor is required to inspect, clean, repair, and test as needed for any work to be utilized in full operation to the requirements and specifications as detailed in this scope of work. The contractor is responsible for obtaining all necessary base clearances, permits, and associated requirements prior to start of work. Contractor must field verify all locations, dimensions, and conditions before ordering any materials or start of construction. If these conditions differ from what is indicated on these documents, the contractor must notify the Contracting Officer Representative (COR). The proposed work involves the installation of theatrical lighting in Sousa Hall (Marine Barracks Washington Annex) and a fall protection guard railing. More details are highlighted below: Railing: The railing (approximately 75 LF) shall be installed on the edge of the existing top ledge over the entrance doors to Sousa Hall in order to mount the proposed lighting fixtures and to increase safety for personnel that access the top floor. All guardrails and fall protection systems to comply with 29 CFR 1910.28, 29 CFR 1910.140, and the IBC, whichever is most stringent. Lighting Fixtures: Contractor to install twenty four (24) ellipsoidal theatrical lighting fixtures that require lenses that can accomplish a throw of between 45 to 70 feet. These new lighting fixtures must be LED, capable of DMX control, capable of both warm and cool lighting temperatures (suitable for performances). The fixtures must also have a smooth dimming curve acceptable for high-quality theatrical fades. Each lighting fixture will need a clamp to attach to the railing and one safety cable per fixture. Electrical Console and Control: Contractor to install a lighting console that has the ability to control the dimming of the new fixtures (24). The lighting console should also have DMX control, ability to control the color temperature of the lighting fixture, and should have both manual and touch-screen interface. The proposed work also involves the installation of various acoustical upgrades for the U.S. Marine Band. A study was conducted and completed by Kirkegaard in June 2022 that investigated acoustical issues in Sousa Hall, Orchestra Rehearsal, and the Recording Control room. The results and recommendations are summarized below for contractor implementation: Sousa Hall (Approx. 6000 SF, 30-foot ceilings): The existing issues for Sousa Hall include: need for reduced loudness and harshness, greater transparency/clarity and less opaque sounds, increased communication within the ensemble, increased room response, and increased even balance among different frequencies. By making the following suggested changes, rehearsal and performance conditions could improve: Remove all suspended ceiling elements, exposing the flat gypsum board barrier ceiling. Install an array of gently-curved sound reflective �clouds� in the center of the room Apply absorption to the exposed ceiling between clouds Replace flat, parallel gypsum board at the back in the middle zone of the walls with gently-shaped gypsum board or glass fiber reinforced gypsum (GFRG) Replace flat, parallel gypsum board at the back niches in the upper cone of the walls with strongly-shaped gypsum board or GFRG. Install a collar of strongly curved clouds around the room perimeter. Remove current cloud integrated lighting system and reinstall it into the new design plans.� Install diffusive panels from the ceiling in strategic locations between clouds. Replace some QRD acoustic diffusers in the back of the niches in the lower zone of the walls with gently shaped backward-leaning gypsum board or GFRG. Apply shallow, gently shaped diffusive elements to the pilasters where they are not covered with fabric-wrapped glass fiber panels. Install a thin felt wall covering at the soffit face at the top of the north wall. Install shallow, gently-shaped diffusive elements to all doors within the room. Install 16 microphone reelers that allow overhead mics to be more easily moved in position with products like the following from Servoreelers (or equivalent)� 16 SRL-40 servoreelers (or equivalent), 1 - 3 foot trapeze system (or equivalent), 1 - 2 foot trapeze system (or equivalent), 2 - 1 foot trapeze system (or equivalent), 10 universally adjustable microphone bracket clamps (or equivalent), 10 CP-1 Non-Marring 2mm Cable Clamps (or equivalent), 2 SRC-12 Servoreller Controllers (or equivalent), and 12 monofilament positioning servos (or equivalent). XLR cabling, patch panels, and network connectivity must be installed from Sousa hall to the Recording Lab Machine Room to communicate with these reelers. Install cable trays around the room to support new video cameras and facilitate the future addition of new audiovisual technology. Install 4 Panasonic AW-UE150 Professional PTZ Cameras, 1 Panasonic RP150 Panasonic Touchscreen Remote Camera Controller, 5 AJA Ki Pro Ultra Multi-Channel 12G-SDI 4K/UltraHD/HD Recorder and Player (or equivalent), 3 AJA KPU-SHELF 2RU Rackmount for up to two Ki Pro Ultras (or equivalent), 12 AJA Pak 256GB SSD Module exFAT (or equivalent), 4 AJA PAK Dock Pro USB 3.2 Gen 2 (or equivalent) in designated locations after completion of above items Orchestra Rehearsal (Approx. 1200 SF, 25-foot ceilings): The acoustics for the Orchestra Rehearsal room could be improved with the following adjustments: Replace flat, parallel gypsum board at the back of the niches in the upper zone of the walls with strongly-shaped gypsum board or GFRG. Replace some of the deep QRD acoustic diffusers in the back of the niches in the lower zone of the walls with gently-shaped backward-leaning gypsum board or GFRG. Recording Control and Drum Set Practice (Approx. 300 SF, 9-11 foot ceilings): The existing issues for the Recording Control room are the following: need for increased even hearing conditions spatially and across all frequencies, need for decreased differences between north and south ends of the room, and need for increased isolation from the drum set practice room. The proposed solutions are the following: Make the inner walls and ceiling slightly projective from the south end of the room to the north in the recording control room. Build bass traps into the southeast and southwest corners of the room in the recording control room. Apply a mix of absorptive and diffusive surface treatments to the south wall, side walls and ceiling in the recording control room. Apply diffusive treatment to the face of the door in the recording control room. Retain the existing Skyline diffusers at the north end of the room in the recording control room. Build a new barrier ceiling that is as far above the finish ceiling as possible and replace the gypsum board finish ceiling with a lay-in finish ceiling, furnished with a mix of absorptive and diffusive tiles. Replace speakers for the current 2.1 stereo monitoring system with 2 ATC Loudspeakers SCM150 A (or equivalent), and 2 ATC SCS70 Pro 12 � inch High Performance Active Studio Subwoofer (or equivalent) as well as an immersive audio system consisting of 1 ATC Loudspeakers SCM150 A center channel (or equivalent), 6 ATC SCM 20A Pro MK2 2 way active monitor speakers (or equivalent), 2 ATC Loudspeakers SCM25A Pro Compact Active 3 Way Monitor Pair (or equivalent), 3 Sound Anchor ADMID2 speaker stands to hold the SCM150A speakers (or equivalent), 4 appropriate wall speaker mounts, and 4 appropriate ceiling speaker mounts, inclusive of all audio, video, and data infrastructure to integrate all speakers with current Recording Lab audio/visual equipment. Examine the barrier ceiling and concealed walls and seal any holes or penetrations with acoustic sealant in the Drum Set practice area. Replace two walls of QRD diffusers with 4� thick fabric-wrapped glass fiber panels in the Drum set practice area. Replace at least half of the Omnifusors in the ceiling grid with mineral fiber lay-in tile and lay glass fiber batt above the lay-in ceiling in the drum set practice area. Build a resiliently supported platform for the drum set to sit on in the drum set practice area.
