***INTENT TO SOLE SOURCE*** STATEMENT OF WORK Contract Title. Support and Implementation for Instrument Manager DATA INNOVATIONS (DI) Software Upgrade Background. Service: Pathology and Laboratory Medicine Service The Data Innovations Data Management System middleware is comprised of a server which houses the main software and acts as a hub to communicate through a series of smaller boxes which are configured for the various laboratory vendor analyzers. They translate the computer language of the Vista hospital laboratory package to the language of the analyzer and in reverse for resulting patient lab tests in a seamless automated fashion. There is more than 25+ analyzers within the Baltimore and Perry Point Laboratory systems that use this software to communicate. This communication provides fast and reliable turnaround times of patient results to the physicians and nurses caring for the veterans. If the system has a downtime, it directly affects patient care. Support is required 24 hours a day, 7 days a week and 365 days a year. The support is for all parts of the middleware solution to include the software on the server and the drivers which are configured on each of the Secure Network Interface (SNI), the Portable Device Interface (PDI) and Shuttle boxes. Fees are to be charged for the service as a whole and not based on the number of boxes as this number is constantly fluctuating with new systems coming in and old systems being retired out. New drivers are required to be developed for new instrumentation that is being released by all the major laboratory testing companies. The VAMHCS (Baltimore Lab and Perry point Lab) has been using the Data Innovation Instrument Manager (IM) for the sole purpose of Interfacing Lab orders & results to VISTA. This system is currently owned and licensed by VAMHCS under Data Innovations License# 334567. This is the ONLY system that is approved by the VHA OIT. Every VA in the country uses Instrument Manager. National implementation guides for the laboratory package give specific instruction for integrating this product. There is NO other software to support his integration. The renewal and upgrade are needed for Continued Support of laboratory information system middleware. Our current software version is 8.14 and is due for an upgrade to 8.17. With this upgrade, the laboratory at both sites will be able to perform QC interface to CAP, & work on auto verification that is required to automate results to Vista/CPRS and improve immediate access to laboratory patients results to providers. Dedicated support for this middleware solution is part of a requirement to meet accreditation for our lab. The support service contract needs to provide availability to a support person 24 hours a day, 7 days a week and on weekends and holidays.  The support is necessary for the occasions when the laboratory information system stops communicating causing a delay in patient test results getting to the patient medical record.  These delays could have a negative impact on patient outcomes or lead to a higher probability of human error should the downtime cause orders and/or results to be manually entered.  Four Points Tech, LLC is a known vendor that provides Data Innovations support for VAMHCS on a NASA SEWP contract NNG15SD22B. Four Points Tech, LLC is SDVOSB vendor. The OEM has an exclusive partnership with Four Points. Salient Characteristics: Remote professional services are available for Instrument Manager upgrade assistance: Vendor shall assist with installing the latest version of Instrument Manager software on Customer's new Test, Production and Failover servers. Vendor shall assist Customer with configuration of Test server, if necessary, to mimic the existing Production server configuration. Vendor shall assist with updating all relevant drivers to the latest version. Vendor shall provide a brief technical overview of the new Mirroring functionality including pre-requisite steps to ensure successful configuration at Go-Live. Vendor shall assist with troubleshooting as necessary while the customer executes their validation plan for the upgrade and Go-Live planning. Vendor shall assist Customer with migration of databases from old to new Production server and validated driver files from Test to new Production server. Vendor shall assist Customer resources with configuration of Mirroring functionality on the Production and Failover servers. Vendor shall migrate over the validated Test system configuration to the Upgraded Production system. Vendor shall assist with establishing connectivity from the new Production server to all analyzers. Vendor shall provide dedicated remote Go-Live support for up to eight (8) hours Specific Tasks: When new instrumentation is bought, it is the responsibility of the company to purchase the driver and hardware for the initial installation and implementation of the interface product.
