- THIS IS A SOURCE SOUGHT ANNOUNCEMENT FOR WRITTEN INFORMATION AND INVITATION TO MEET WITH EPA REGION 9 STAFF ONLY. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS NOTICE. In preparation for a future procurement, the Environmental Protection Agency (EPA) Region 9 is conducting market research to determine the number of small business concerns capable of performing the tasks listed in the draft performance work statement (PWS) for Technical Support, Consultation, and Analysis for the Underground Field Constructed Tanks at the Red Hill Bulk Fuel Storage Facility (See Attachment). The purpose of this requirement is for the Regulatory Agencies to secure advice and technical support from a firm with fuel facility and fuel system operations industry expertise. The contractor will support EPA in its duty to review Navy/DLA deliverables required under the Administrative Order on Consent (AOC); support Regulatory Agency oversight of Red Hill facility defueling and closure; support compliance inspections at Department of Defense (DOD) fuel facilities; and provide EPA with related support. Regulatory Agencies require expertise in the following areas: 1. Fuel facility release investigation 2. Bulk fuel facility defuel and closure operations 3. Release prevention and risk mitigation 4. Compliance inspections at Field Constructed Tank and Airport Hydrant systems The applicable NAICS code is 541620 with a size limitation of $16.5 million according to the Small Business Administration (www.sba.gov). Interested firms that meet the small business size standard may submit a capability statement in response to this announcement. When submitting a capability statement, interested firms must demonstrate the capability and capacity to perform the work described in the draft performance work statement as it relates to environmental consulting services. As part of the demonstration of capacity, firms should include information regarding the size and scope of previous efforts pertaining to environmental consulting services. Interested firms must also demonstrate that they have the necessary personnel with the requisite experience, labor, materials, services, equipment, and facilities to support the efforts delineated in the draft PWS. Also, firms must include the number of employees and size standard in millions of dollars to determine eligibility as a small business. Only electronic submissions of capability statements will be accepted. Electronic responses shall be limited to 10 pages, including attachments, on 8.5 x 11 pages. Font size shall be no smaller than 11 pt. Submissions shall be in English. PDF or MS Word document formats are acceptable. Capability statements shall be sent to Emily Mogg at mogg.emily@epa.gov no later than 5:00 PM Pacific Daylight Time on September 8th, 2022. Standard company brochures and literature will not be considered a sufficient response to this Sources Sought Notice.
