Description
NOTICE OF INTENT The National Institute of Standards and Technology (NIST) Acquisition Management Division intends to negotiate with Polaris Networks, Inc. (a Motorola Solutions CO) located in Chicago, IL on a sole source basis under the authority of FAR Subpart 13.106-1(b), soliciting from a single source, for 5G Network Core and a 4G/4.5G Network Core. The Shared Spectrum Metrology Group requires a Polaris 4th Generation (4G), 4.5G (i.e., non-standalone mode), and 5th Generation (5G) (i.e., standalone mode) network cores to operate the cellular networks with its laboratory. � Specific Requirements are as follows: �Item 1: 5G Network Core Quantity: 1 Specifications: 1.1�5th Generation (5G) Cellular network core that supports 400 users 1.2��AMF (Access and Mobility Management Function) 1.3��NRF (Network Repository Function) 1.4��PCF (Policy Control Function) 1.5��NSSF (Network Slice Selection Function) 1.6��UDM (Unified Data Management) 1.7��SEPP (Security Edge Protection Proxy) 1.8��NMS (Network Management System) 1.9��The software license for this network core shall be perpetual in nature. That is, the features delivered shall be usable by NIST with no expiration date or annual renewal cost (excluding support and new features, as described below). Item 2: 4G/4.5G Network Core Quantity: 1 Specifications: 1.1��4G Cellular network core that supports 400 users 1.2��MME (Mobility Management Entity) 1.3��SGW (Serving Gateway) 1.4��PGW (Packet Gateway) 1.5��HSS (Home Subscriber Server) 1.6��PCRF (Policy and Charging Rules Function) 1.7��Support for Non-Standalone (NSA) operation with the 5G core mentioned in item 1. 1.8��The software license for this network core shall be perpetual in nature. That is, the features delivered shall be usable by NIST with no expiration date or annual renewal cost (excluding support and new features, as described below). This shall be provided and accomplished in accordance with these specifications. NAICS Code is 334290 � Other Communications Equipment Manufacturing, with a Size Standard of 750 employees. NIST anticipates negotiating and awarding a firm-fixed-price purchase order to Motorola Solutions, Inc. for this requirement. Interested parties that can demonstrate they could satisfy the requirement listed above for NIST must clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. If competitive procedures are not used it is estimated that an award will be issued 4th Quarter of FY22. JUSTIFICATION FOR OTHER THAN FULL AN OPEN COMPETITION: Market research resulted in Polaris Networks, Inc. being the only vendor to provide 4G, 4.5G (i.e., non-standalone mode), and 5G (i.e., standalone mode) network cores to operate its cellular networks consistent with the technical specification requirements provided herein. These cellular networks operate alongside the cellular networks of the Public Safety Research (PSCR) Division. The SSM Group seeks to have the option to operate its cellular networks either independently of or in conjunction with PSCR. To achieve this, we require that our new core network match that of PSCR. Having matching network cores will enable equipment (e.g., base stations) to move seamlessly through our labs, it will enable us to more directly compare research results, and it will facilitate deeper technical analysis of our research objectives.
