Description
Intent to Sole Source - Nacimiento Groundwater Treatment Plant Past mining activities at the abandoned, inactive Nacimiento Copper Mine left groundwater in the Agua Zarca aquifer contaminated with heavy metals and had an average pH of 3.59 standard units. �In August 2006, the USDA Forest Service decided under its authorities of the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) to pump groundwater, treat it to meet groundwater and surface water standards, and discharge it to an existing surface drainage channel.� The Nacimiento Groundwater Treatment Plant (system) was initially designed to treat one hundred twenty (120) gallons per minute (gpm) of flow from a total of nine (9) groundwater extraction wells. The primary objective for the CERCLA Remedial Action is to provide for the successful operation and maintenance of the Nacimiento Groundwater Treatment Plant. �Successful operation is defined as pumping, treating, and discharging a minimum of 10,000 gallons of water per day to Senorito Creek in compliance with all applicable New Mexico Surface Water Standards.� Groundwater cleanup level shall be those shown in the proposed groundwater cleanup levels in the table below. The contract is expected to be awarded under FAR Part 13. A Sole Source Justification has been prepared. The contract to pump groundwater, treat it to meet groundwater and surface water standards, and discharge it to an existing surface drainage channel. The USDA Forest Service requires the Nacimiento Groundwater Treatment Plant (system) was initially designed to treat one hundred twenty (120) gallons per minute (gpm) of flow from a total of nine (9) groundwater extraction wells. This procurement is being conducted in accordance with FAR 13.106-1(b) (1)(ii), �Soliciting from a Single Source.� The�NAICS�code utilized for this procurement is�562910 - Remediation Services with a Small Business Size Standard of�$22 Million. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However,�Contractors may submit a capability statement, proposal, or quotation�which shall be considered by the contracting officer whether to continue with the sole source procurement or to provide for competition. Such responses MUST be received no later than�September 16, 2022 at 1:00 PM PST. Forward responses by e-mail to�Contract�Specialist, Daniel Franco at Daniel.franco@usda.gov . Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government. The Department of Agriculture, Forest Service will�NOT�be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from�responsible sources�will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award.
