Description
SINGLE SOURCE JUSTIFICATION CONTRACTING ACTIVITY: The Department of Veterans Affairs, Veterans Benefits Administration, Boston VA Regional Office, JFK Federal Building, 15 New Sudbury Street, Boston, MA 02203 is undergoing a building renovation project that required the procurement to obtain systems furniture, case goods, seating, and ancillary storage units as well as delivery and installation services to fulfill the Veterans Benefits Administration (VBA) Boston Regional Office space requirements. NATURE OF ACTION/DESCRIPTION: IAW FAR Part 13.106-1(b)(2), VBA BPA task order, 36C10E22F0105, included the purchase of open market Steelcase items awarded in the amount of $109,622.55. The CO determined that the open market items priced were fair and reasonable when compared to industry market prices. Brand Name Required to Meet the Agency's Needs: Steelcase STATUTORY AUTHORITY: FAR Part 13.106-1(b)(2) - Soliciting competition; Purchases exceeding the simplified acquisition threshold. Detailed explanation of the brand name restriction (applicability of authority): Pomerantz Acquisition Corp offers GSA Steelcase systems furniture and accessories that were purchased against their FSS multiple-award BPA contract, therefore, the inclusion of the open market Steelcase items provides continuity of systems furniture and pricing was determined to be fair and reasonable as compared to industry prices. Determination by the Contracting Officer that the Anticipated Cost to the Government will be Fair and Reasonable: In addition to the continuity of Steelcase systems furniture as stated above, there continues to be COVID related supply chain distribution and delivery delays which may increase the cost to the overall procurement if the items were to be competed on a separate contract. Price reasonableness was conducted IAW FAR Part 13.106-3(a)(2)(iv) - A comparison with similar items in a related industry. All open market items were either below or comparable to industry prices. Specifically, the cost of Pomerantz 36 and 48 custom cut lateral files to allow for additional pinch point of screen are within range of competitive pricing as compared to online industry sources such as HomeDepot, Wayfair, Amazon, and Officefurnituretogo.com. Other online sources included Amazon, Americancableassemblies, Shinola Detroit, Storemorestore, and Nationwide Industrial Supply. Combined with administrative cost savings, the cost to the Government of the open market items, in the amount of $109,622.55, is considered fair and reasonable when compared to industry open market prices. Description of the Market Research Conducted and the Results, or a Statement of the Reasons Market Research Was Not Conducted: IAW FAR Part 10, market research revealed that the VBA Acquisitions competed and awarded multiple Blanket Purchase Agreements (BPAs) for systems furniture (including installation). This requirement was competed as a BPA call among the BPA holders for systems furniture and installation.
