- The Department of Veterans Affairs (VA), Central Arkansas Veterans Healthcare System, located in North Little Rock, AR on the Eugene J. Towbin campus is issuing a Pre-Solicitation Notice to Construct Inpatient Dialysis space at building 170. The Solicitation Number for this project is 36C25622R0140. This procurement is a SDVOSB set-aside. The Contractor must furnish all management, supervision, labor, material, equipment, tools, supplies, parts, and related services in accordance with the Statement of Work (SOW), drawings, specifications and the SOLICITATION, OFFER, AND AWARD documents to construct a new satellite Inpatient Dialysis Space in area 1C of Building 170, all in accordance with the RFP documents that will accommodate the solicitation. This construction project will be awarded as a single firm-fixed price contract specifying work in support of real property maintenance, repair, alteration, and new construction. 300-calendar days have been estimated as the performance period. Every effort should be made to comply with the projected completion period and to stay within their proposed price. Abbreviated SOW: Work consists of the contractor providing all labor, equipment, transportation, materials, quality control and supervision necessary to conduct construction in accordance with the project specifications and drawings. The plan is to do a total renovation of approximately 2,600-GSF interior space for new satellite inpatient dialysis in 1C area of Building 170. Project will include at least four treatment stations for home-dialysis care and includes support areas, staff, and administrative areas. Contractor is to comply with 29 CFR 1926, comply with 29 CFR 1910 as incorporated by reference within 29 CFR 1926, comply with ASSE A10.34, and all applicable federal, state, and local laws, ordinances, criteria, rules and regulations. Submit matters of interpretation of standards for resolution before starting work. Where the requirements of this specification, applicable laws, criteria, ordinances, regulations, and referenced documents vary, the most stringent requirements govern except with specific approval and acceptance by the Contracting Officer Representative. The dollar magnitude for this project is between $2,000,000 and $5,000,000. The NAICS is 236220 applies and size standard is $39.5 Million. This acquisition is 100% set-aside for Service-Disabled Veteran Owned Small Business (SDVOSB). All respondents must be registered in the System for Award Management (SAM) database and have a Unique Entity Identifier (EUI) number to download documents. Offerors must also complete online Representations and Certifications at (http://www.sam.gov), along with Vets 4212 at https://www.dol.gov/agencies/vets/programs/vets4212 in order to submit offers and be eligible for award. All offerors must be listed as verified in the VIP database, available in VETBIZ at https://www.vetbiz.gov/vip. Offerors are responsible for obtaining solicitation from vendor portal and acknowledging all amendments to the solicitation. Amendments to the solicitation may be electronically sent or posted at the vendor portal website. You must register as Interested Vendor at the government portal sam.gov website for solicitation. In order to receive e-mail notification of amendments, you must register in sam.gov; to receive notification for amendments. Amendments to this solicitation will not be mailed but will be posted at the government portal (sam.gov) website. No other notification of amendments will be provided. Potential Offerors are advised that they are responsible for obtaining and acknowledging any amendments to the solicitation. The issuance of the solicitation is projected to occur on or about August 30, 2022, with a tentative site visit around September 6, 2022. Closing date for proposals are anticipated on or about September 20, 2022. There will be no public bid opening. All Offerors must ensure that their firms have the ability to provide both 100% Performance and Payment Bonds. In addition, the Offerors will be required to submit a bid guarantee with their proposal. The proposals will be evaluated, and award made utilizing the Best Value, Trade -Off method per FAR Part 15.
