Description
The National Institutes of Health (NIH) intends to award a fixed priced purchase order on a sole source basis to Karl Storz Endoscope-America, Inc, El Segundo, CA 90245 to procure the proprietary Karl Storz Integration Upgrade HD to 4K OR1� NEO IP and StreamConnect technology to support the recently created multi-purpose and multifunctional state-of-the-art OR Education Center. The NIH-Clinical Center, Department of Perioperative Medicine (DPM) is dedicated solely to supporting clinical and surgical research. Research and education are important aspects of our mission. DPM strives to support quality research and training at NIH. The Department of Perioperative Medicine fosters collaborative efforts with Institutes and other clinical departments. DPM is currently comprised of 11 OR suites, a 15 bed PACU and Pre-Op unit for inpatient and outpatients. The purpose of this acquisition is to purchase the upgrade to the current technology to go from HD to 4K to support the existing multi-purpose and multifunctional state-of-the-art OR Education Center that provides the ability to incorporate Video on Demand, Live Steam and Room-to-Room Communication (i.e, Pathology to Operating Room or Physician�s Office to Operating Room). In addition, this project extends this technology integration to Operating Room 2, a Neurosurgery-focused operating room.�� By upgrading the existing Karl Storz technology, the surgeons will have better viewing during laparoscopic procedures and be able to better diagnose and collect specimens with a clearer viewing path. Rubina imaging technology will be another component of the Image 1S modular.� By implementing the upgrade to the 4 K it will bring exceptional image quality in both white light and NIR/ICG modes.� Also, the Rubina feature will provide laser-free LED light source for white light. Karl Storz is the only known company with compatibility to the existing Karl Storz digital scopes in the Department of Perioperative Medicine.� The digital scopes are not part of the 4k upgrade, but still need to be operational with the 4K equipment.� The current inventory of digital scopes supports urology and neuro services.� Additionally, the existing foot print will be used to replace like for like to upgrade the existing technology. The integration package needs to be able to work with the existing StreamConnect server as well as the interactive collaboration display in the Education Center, pathology, and the RovOR1 mobile streaming cart.�� The contractor shall provide the following: -OR 10 NeoIP-3 field displays and 1 wall display and OR1 NeoIP -OR 11 NeoIP-3 field displays and 2 wall displays and OR1 NeoIP -OR 12-NeoIP-4 field displays and 2 wall displays and OR1 NeoIP -OR2 and the Observation Room-NeoIP upgrade to 2.2 -Endoscopy Requirements which includes all equipment and scopes to support the upgrade to 4K. This acquisition is being conducted using policies unique to FAR Part 13.5 Test Program for Certain Commercial Items and specifically FAR 13.501(a) Special Documentation Requirements, Sole source (including brand name) acquisitions where acquisitions conducted under Simplified Acquisition procedures are exempt from the requirements of FAR 6, but still require a justification using the format of FAR 6.303-2. �Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
