68HE0B22Q0181In accordance with Federal Acquisition Regulation 13.106-1(b)(1), the US Environmental Protection Agency intends to award a sole source fixed-priced Purchase Order. The US Environmental Protection Agency (EPA), Office of Research and Development (ORD), Center for Environmental Solutions and Emergency (CESER), has a requirement for a service maintenance agreement for a government owned Malvern PANalytical X-pert PRO MPD Diffractometer. This is an annual requirement. The U.S. Environmental Protection Agency (EPA) is requesting service to perform instrument support and repair services when notified by EPA of an instrument problem. The request includes Preventive Maintenance performed as needed with no less than once a year and maximum of two per year spare parts coverage (excludes consumables, tubes, and x-ray detectors. Unlimited emergency calls, phone support during regular business hours, labor and travel during regular business hours. Remote diagnostics is required (where applicable) in order to allow for remote support. Attempts at remote support will be required upon placing a service call. If this condition is not met on site response may be affected. Malvern Panalytical is a sole provider of this instrument and software is proprietary. THIS IS NOT A SOLICITATION OR REQUEST FOR QUOTE (RFQ) DO NOT SUBMIT A QUOTE Any interested party that believes it is capable of meeting this requirement described herein may identify themselves and must provide evidence of their capability to fulfill this requirement being requested by 9:00 AM ED. on August 21, 2022. Responses must be submitted in writing to daggs.pam@epa.gov no later than the time and date noted above. Telephone responses and requests will not be accepted. A determination by the Government not to compete this requirement based on responses to this notice is solely within discretion of the Government. Information received will be considered solely for the purposes of determining whether to conduct competitive procurement. All current and potential contractors shall use FedConnect which is available at https://www.fedconnect.net/FedConnect/default.htm. There is no charge to use FedConnect. FedConnect is hosted by Compusearch, all related questions from vendors/contractors will be answered by Compusearch. If having issues with FedConnect or not registered in FedConnect at this time an exception is extended and alternate responses may be received by e-mail: daggs.pam@epa.gov. NOTE: If you are an authorized distributor or equipment service/maintenance management provider; provide documentation confirming authorization and certified capability from the manufacturer to perform service/maintenance/repair on the components identified in this notice. Responses to this notice without this confirmation from the manufacturer will not be considered as valid.
