- NF-FM7910-22-02925RDS ***NOAA�s Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Marel, Inc. of Bellevue, Washington for supplying the National Marine Fisheries Service with 37 Marel M1100 PL2262 motion-compensating marine platform scales, 37 5kg stainless steel calibration weights and expedited airfreight. ***The sole source determination is based on the National Oceanic & Atmospheric Administration�s (NOAA) National Marine Fisheries Service (NMFS) requirement for 37 Marel M1100 PL2262 motion-compensating marine platform scales, 37 5kg stainless steel calibration weights and expedited airfreight.� Two hundred eighty-five (285) M1100 PL2262 Marel marine digital motion-compensating scales are currently in use by all observers deployed on commercial fishing vessels.� 285 M1100 PL2262 marine digital motion-compensating scales and accompanying Pelican cases with proprietary laser cut custom foam interior are interchangeable if one of the scales are damaged or is in need of repair. Due to the nature of an observer's deployment.in extreme weather conditions with heavy equipment on board, we need to continue to collect damaged scales from observers and provide observers with functioning Marel scales for data collection.� Therefore, it is a requirement for the Marel on-site technician to repair damaged scales as needed. The TDQB stores functional Marel scales at the Observer Training Center to provide a scale exchange for observers in the Northeast. We also store functional Marel scales at a NEFSC Laboratory to provide a scale exchange for observers in the Mid-Atlantic via the FMOB's Mid-Atlantic Area Lead. The Area Lead then returns the damaged scales to FMOB's Observer� Training Center for the Marel on-site technician to repair. The ability of a scale exchange of damaged scales for functional scales is mission critical to the NEFSC Observer Programs.� The delivery date is eight weeks after award. ***This notice of intent is not a request for competitive proposals and no solicitation package is available.� However, firms that believe they can fully meet the Government�s requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
