DEPARTMENT OF VETERANS AFFAIRS Philadelphia VA Medical Center 3900 Woodland Ave Philadelphia, PA 19104 STATEMENT OF WORK REPAIR HOT WATER PIPING Scope Summary: The selected contractor will provide all labor, material, and equipment necessary to repair the domestic hot water piping in Building 30 basement mechanical room BA100. Multiple domestic hot water pipe sections are leaking and require replacement. Performance Period: This installation should take place within 150 days of award unless otherwise specified. Task and Requirements: The selected contractor will provide the necessary labor, equipment, and material to: Measure, design, fabricate, and replace copper hot water piping to repair the leaks at 4 locations: 4 to 2.5 tee and adjacent piping upstream of hot water tank 4 piping at inlet of hot water tank 4 to 2 tee and adjacent piping downstream of hot water tank 2.5 90 degree elbow downstream of hot water tank Soldering will be required for all connections Remove and replace water pressure reducing valve (65 psi) downstream of water tank Insulate all new repairs as required Insulate ~10 of exposed 4 domestic hot water copper piping from previous repair All required piping modifications for correct functionality of the system related to the above work Schedule: The contractor shall perform all tasks during weekend hours. One 12-hour shutdown will be authorized to perform the work. Place of Performance: All work will be performed at the Corporal Michael J. Crescenz VA Medical Center, 3900 Woodland Ave. (Bldg. #30) Philadelphia, PA 19104. Site Security: The contractor will not have access to sensitive information, software, programs, computers, laptops, or cell phones during this service. Safety: Contractor crew shall be OSHA 10 certified and abide by all applicable safety regulations established by VA and federal policies. Evaluation Factors: The proposals will be evaluated on the following criteria: Project Approach Demonstrates a clear understanding of the proposed project scope of work. Incorporates risk mitigation plans and outlines project phasing to minimize impact to hospital operations. Illustrates customer service philosophy and responsiveness. Past Performance Includes relevant project work with similar size, scope, and complexity. Focuses on quality control, cost, and schedule adherence. Key Personnel Provides project team hierarchy that includes relevant professional disciplines. Project team has necessary qualifications and verifiable industry experience. Technical Skills Demonstrates ability to manage multi-disciplined projects, focusing on plumbing and piping repairs. Price Quality Control: All work shall be accomplished in accordance with federal, state, local, and VA guidelines, codes, and regulations. Refer to the Technical Information Library for all technical requirements: https://www.cfm.va.gov/til/spec.asp Industrial Hygiene: Contractor is responsible for clean-up of the work site and the disposal of all waste and excess materials. Contractor shall not utilize VA waste containers to dispose of their waste and materials. All waste and excess materials shall be removed from the facility and disposed of properly by the contractor. Parking: Contractor will have parking access for one vehicle. Other Criteria: Any damage caused by the contractor to the facility including but not limited to walls, ceilings, surfaces, equipment, furniture, utility lines, etc. shall be repaired to match existing conditions.
